On July 5, 2023, at approximately 5:40 p.m., Punnichy RCMP received the report of a break-and-enter and assault at a residence located on the Muskowekwan First Nation. At the time the police report was received, the female victim had left the residence and was at a safe location. The female was reported to have sustained minor injuries and did not require medical attention.

Punnichy RCMP responded immediately, and upon arrival, observed the male suspect damaging windows from inside the residence. Officers attempted to gain entry, but the doors were barricaded. The male began to throw several items at the responding officers from inside the residence and was observed to be pointing what appeared to be a possible firearm toward the officers.

Officers immediately took cover and contained the scene to help maintain public and officer safety. Additional Saskatchewan RCMP resources were called to assist, including officers from the Wynyard Detachment, Melfort Traffic Services, and Police Dog Services (PDS). Officers used verbal de-escalation skills to instruct the male to exit the residence, but he responded by uttering threats to shoot. After a short period of verbal negotiations, the male exited the residence and was arrested without further incident.

With assistance from the Saskatchewan RCMP PDS, the residence was clear of any other occupants and firearms. There were no shots fired at any point during the investigation and no injuries to anyone involved.

As a result of investigation, 40-year-old Anthony Charles Lowe from Muskowekwan First Nation, has been charged with the following:

  • Assault, contrary to Sec. 266 of the Criminal Code;
  • Mischief Under $5,000, contrary to Sec. 430(4) of the Criminal Code;
  • Break, Enter and Commit an offence, contrary to Sec. 348(1)(b) of the Criminal Code; and
  • Two counts, Assault on a Police Officer, contrary to Sec. 270(2) of the Criminal Code.

Lowe remains in custody and is scheduled to make his first court appearance via phone on July 6, 2023, in Regina Provincial Court.
