RCMP Referral Complaint Check Sheet

The points detailed below will provide guidance when doing a complaint referral to the RCMP Sensitive and International Investigations (SII) Section which focuses on sensitive, high risk investigations into significant threats to Canada's political, economic and social integrity.

SII has the mandate to:

  • maintain the integrity of federal programs & institutions
  • maintain confidence of Canadians in the federal programs and systems
  • maintain Canada's reputation internationally
  • investigate domestic corruption
  • investigate Canadians and/or Canadian residents accused of war crimes
  • investigate the corruption of foreign public officials by Canadian companies and/or individuals under the Corruption of Foreign Public Officials Act (CFPOA)

To evaluate a referral, the RCMP requires:

  • Clear letter of "referral" with the criminal allegations and suspect(s) of the alleged crime(s)
  • Summary of incident and reasons for suspicions
  • Copy of source documents and/or electronic data providing evidence of the allegations
  • Confirmation that original source documents and/or electronic data are available
  • List of available witnesses
  • Location of the evidence

Upon request, provide the following:

  • Original documents and/or electronic data
  • Access to witnesses and contact info

Once the referral is received, the Intake Unit will evaluate the information
