On Feb. 27, 2020, an eastbound vehicle was stopped along Highway 16 for travelling well in excess of the posted speed limit of 110 km/hr. The vehicle was indicated to be travelling at 174 km/hr on radar.

During verbal interactions with the 25-year-old female driver and the 23-year-old male passenger, officers entered into a drug investigation. Both occupants were arrested, a search warrant was prepared and then a search of the vehicle was conducted.

Located hidden within the vehicle were four vacuum sealed bags of suspected crack cocaine totaling 370 grams, which is equivalent to approximately 3,700 single doses of crack cocaine. A loaded pistol was also located within the vehicle.

The driver of the vehicle was identified as Manal Ali Fawaz of Edmonton and the male passenger as Garnett O'Connor also of Edmonton. Both are charged with the following offences:

  • Possession for the purpose of trafficking a controlled substance, Sec. 5(2) Controlled Drugs and Substance Act,
  • Possession of a Firearm while Prohibited, Sec. 117.01(1) of the Criminal Code,
  • Carry a Concealed Weapon, Sec. 90 of the Criminal Code,
  • Unauthorized Possession of a Firearm in a motor vehicle, Sec. 94 of the Criminal Code, and other firearm related charges.

Fawaz and O'Connor made their first appearance in Lloydminster Provincial Court on March 2, 2020.
