Utilize diverse civilian expertise in criminal investigations

The RCMP will recruit and train expert civilian employees to support its federal criminal investigative mandate. Individuals with specialized expertise and experience will be hired to meet current and future policing challenges, and to increase diversity and equitable representation across the RCMP workforce.

Why it matters

The RCMP needs new kinds of in-house expertise to combat modern forms of crime. Civilian Criminal Investigators (CCIs) will enhance the capabilities of our cybercrime and Integrated Market Enforcement Teams (IMETs). These special investigators will bring current and advanced technical knowledge, skills and expertise in the areas of market enforcement and cyber technology. This will help the RCMP to keep pace with the criminal environment and increase the capability of our investigative teams to combat complex, transnational criminality.

By adding more civilian expertise to the RCMP, we are contributing to a healthy, diverse, and professional workforce. This will help address specific organizational needs and enhance the organization overall, which helps us to keep Canada safe.

Update

The RCMP is hiring 40 Civilian Criminal Investigators (CCIs) in British Columbia, Alberta, Ontario and Quebec. So far, 22 of the 40 positions are staffed and national staffing processes and targeted recruitment are underway to fill the remaining positions.

Nineteen of the Civilian Criminal Investigators have completed the Introduction to Police Science course, which is a pre-requisite to obtain their peace officer status (POS) designation. To date, 18 Civilian Criminal Investigators have been granted peace officer status, with limited authority.

Fifteen of the Civilian Criminal Investigators have completed the Federal Policing Investigation Course, which is the next stage of the Federal Policing investigative training curriculum.

The operational need additional Civilian Criminal Investigators in Federal Policing units has been identified. The Fugitive Apprehension Support Team will be piloting a Civilian Criminal Investigators position within their unit in late 2023.

May 2022

Update

The RCMP has hired five additional civilian criminal investigators in 2022, bringing the total to twelve. These employees work in Quebec, Ontario, Alberta and the National Capital Region (Ottawa). They increase the RCMP's specialized and technical expertise in areas such as cybercrime and market enforcement.

Following assessment of and lessons learned from the first phase of hiring, additional efforts are underway to staff the remaining 26 positions. Directed recruitment efforts are using external networks, such as LinkedIn, to advertise and reach potential candidates for new national staffing processes that are now underway.

Jan 2022

Update

During summer 2021, the RCMP hired seven CCIs. They are now working in divisional offices in Ontario and Alberta, and national headquarters in Ottawa. They are now enrolled in the Introduction to Police Science training course.

The RCMP launched another job competition for CCIs in November, 2021. The job competition will be advertised on LinkedIn to help target and promote recruitment.
