Departmental Sustainable Development Strategy

1. Context for the Departmental Sustainable Development Strategy

The 2016-2019 Federal Sustainable Development Strategy (FSDS):

  • sets out the Government of Canada's sustainable development priorities
  • establishes goals and targets
  • identifies actions to achieve them, as required by the Federal Sustainable Development Act

In keeping with the objectives of the act to make environmental decision-making more transparent and accountable to Parliament, the Royal Canadian Mounted Police (RCMP) supports reporting on the implementation of the FSDS and its Departmental Sustainable Development Strategy, or equivalent document, through the activities described in this supplementary information table.

2. Sustainable development in the RCMP

The RCMP's Departmental Sustainable Development Strategy for 2017 to 2020 describes the department's actions in support of achieving a low-carbon government. This supplementary information table presents available results for the departmental actions pertinent to this goal. Last year's supplementary information table is posted on the department's website. This year, the RCMP is also noting which United Nation's Sustainable Development Goal target each departmental action contributes to achieving.

Although the RCMP is not bound by the Federal Sustainable Development Act and is not required to develop a departmental sustainable development strategy, it adheres to the principles of the FSDS by implementing the Policy on Green Procurement.

3. Departmental performance by FSDS goal

Context: low-carbon government

The Policy on Green Procurement supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, the RCMP supports sustainable development by integrating environmental performance considerations into the procurement decision-making process through the corresponding departmental actions indicated in this supplementary information table.

4. Report on integrating sustainable development

The RCMP will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through its Strategic Environmental Assessment (SEA) process. An SEA for policy, plan, or program proposals includes an analysis of the impacts of the given proposal on the environment including on FSDS goals and targets.

During the 2018-19 reporting cycle, the RCMP had no proposals that required an SEA and no public statements were produced. However, achieving the goals listed above demonstrates our commitment towards the environmentally responsible acquisition, use, and disposal of goods and services. Green procurement and sustainable development policies and practices continue to exist within the department. Activities during the 2018-19 reporting cycle included engaging stakeholders by communicating our goals and monitoring progress while looking for opportunities to further integrate sustainable development and environment considerations into procurement planning and decision-making. Future changes to policies and practices will be reviewed and incorporated into internal policies and practices, subject to operational requirements when practicable.

Public statements on the results of the RCMP's assessments will be made when an initiative that has undergone a detailed SEA is announced. The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving FSDS goals and targets, of the approved policy, plan, or program have been considered during proposal development and decision-making.
