Wanted on a Canada-wide warrant for two counts of first degree murder

On the 6th day of December 2005, during the early hours of the morning, a double homicide occurred in a karaoke club downtown Ottawa, Ontario. The victims were foreign students originating from China.

A verbal altercation started near the men's washroom of the club, involving one of the victims and another male. The victim was physically assaulted which caused a bleeding facial injury. The staff separated the combatants and the victim returned to a karaoke room occupied by the victim's friends.

The injured victim told his friends what had happened, and as a group, they entered the main bar area in the club where a second altercation occurred. Despite efforts to defuse the incident, it continued into the karaoke room and involved several males. As the scuffle continued Fu Kwok WEI produced a handgun and shot the victims. WEI along with his fellow aggressors subsequently fled the building.
