Canadian Criminal Real Time Identification Services Livescan Program
Moving forward to improve public security
Accurate, up-to-date, criminal records and their associated fingerprints are essential to a number of federal government Public Security and Anti-terrorism (PSAT) initiatives.  The Real Time Identification (RTID) Project directly supports these initiatives including the CCRTIS’ LiveScan Program that was made possible with PSAT funding. 

The LiveScan Program involved the installation of LiveScan devices at strategically located police agencies across Canada. Using these devices to electronically capture and submit fingerprints for searching against the national repository enables these agencies more timely access to information necessary for criminal investigations. In the event of terrorist activity, the timeliness of information is critical. The Ten Print Release of RTID Phase 1 will improve the speed of fingerprint services for criminal purposes and the LiveScan initiative is moving forward to ensure agencies realize these benefits.

Many LiveScans have been relocated and installed at agencies capable of using the technology. The systems have been updated and further training has been provided as required. As well, evergreening plans to ensure operational devices are compliant to RTID electronic submissions standards are underway.

RTID PROJECT STATUS

Assessing Impact through Lessons Learned CCRTIS processes are being transformed as RTID Project technology is implemented. Phase 1 is re-building fingerprinting processes and building the platform for the criminal records process that will be transformed in Phase 2. Lessons learned from Phase 1 will facilitate the implementation of the second phase and are currently being used to assess the overall project schedule and delivery plan.

RTID Phase 1 - Latent Release Highlights

  • Civil functionality improvements and latent fingerprint functionality were released into production on October 28.
  • Performance issues identified during User Acceptance Testing made a full latent release inadvisable.
  • Work to improve performance is progressing and, following successful completion of subsequent User Acceptance Testing, full latent functionality access will be permitted in March 2008.
  • Latent migration activities including transcoder training, delivery and connectivity testing for agencies belonging to the CCRTIS AFIS Working Group are complete to allow final migration and system access anticipated in March 2008.
  • Migration testing to enable the Federal Bureau of Investigation to access the civil functionality of the new system is progressing and complete migration is planned for December 2007. Migration activities for Transport Canada continue.

RTID Phase 1 - Ten Print Release Highlights

  • Ten print functionality will be introduced once the Latent Release is operating as expected.
  • The release is planned for June 2008 followed by agency migration in July marking the end of RTID Phase 1.

Phase 2 Update
The Criminal Records Workflow Component Request for Proposal evaluation was finalized in early November. The Phase 2 contract award through Public Works and Government Services Canada is expected in January 2008 after which work will begin to re-design the NPS-NIST Server to automate criminal records processes. Preparations for the detailed design of the new system is ongoing and includes reviewing Phase 1 and legacy system architecture and documentation, drafting the NPS-NIST-ICD to support Phase 2, and prototyping the Charge and Disposition Library.

Agency Readiness – Certification Update
CCRTIS Operational Support and Client Services activities to certify agencies to enable system access for civil purposes continue.  Ten federal agencies using CCRTIS civil fingerprint services for security screening are preparing to begin certification.  CCRTIS is evaluating how it will prioritize the order and timing for certification of these agencies.  Several factors will be considered in this evaluation to ensure that agency access is permitted in a controlled manner and expected service deliveries can be maintained as more agencies access the system.  Certification information is available on the RTID Internet Web site at http://www.rcmp-grc.gc.ca/rtid/index_e.htm or by contacting the CCRTIS Certification Coordinator by email at RTID_ITR_Certification@rcmp-grc.gc.ca .
