Final Real Time Identification (RTID) Project Phase 1 Release in Production 
Ten Print Fingerprint Criminal Purpose Processing added to RTID System Functionality
On June 22, 2008, the final release, called the Ten Print Release, of RTID Phase 1 was put into production. Adjustments will be required before the system is operating as expected and agency migration to access the new system functionality begins. This technology release represents the achievement of a significant milestone and completes the delivery of major functionality planned for the first phase of the RTID Project.

The RTID system consists of a new Automated Fingerprint Identification System (AFIS) and Workflow Manager. Currently, CCRTIS uses the system to electronically verify civil and criminal fingerprints against those in the national repository including electronic criminal ten print searches of the Federal Bureau of Investigation (FBI) IAFIS. The criminal functionality includes latent (crime scene) and ten print fingerprint searching. CCRTIS clients are benefiting from the advanced matching capabilities of the RTID AFIS and improved service delivery times made possible by electronic processing. Once the remaining system adjustments are made and agencies access the full Phase 1 functionality, criminal ten print fingerprint retention and immigration fingerprint searching will be added to CCRTIS services further benefiting their clients.

RTID Project Phase 1 work will focus on agency migration and close-out activities. Close-out activities will ensure responsibilities for the new system are appropriately transitioned to CCRTIS, the RCMP Chief Information Officer (CIO) Sector or RTID Phase 2 and the planned outcomes for Phase 1 have been achieved.

RTID RESULTS

  • The new RTID AFIS continues to produce results. As of June 26, 2008, the number of identifications made for latent fingerprints rose to 2,268. These identifications were not possible with legacy technology.
  • CCRTIS clients submitting electronic fingerprints now receive responses within 72 hours (3 business days) for the majority of civil clearance fingerprint requests that do not link to a criminal file. Before RTID, delivery of this service required up to 5 months.

RTID PROJECT STATUS

RTID Phase 1
With the final Phase 1 release in production, the remaining activities for this phase are system adjustments and agency migration from accessing the legacy system to the new RTID system.

Agency Migration                                    

Civil Fingerprints Civil Fingerprints - 100% complete 100% complete

  • On June 4, 2008 Transport Canada was migrated to the RTID system.
  • All four agencies, Transport Canada, the Federal Bureau of Investigation (FBI), ComnetiX, Commissionaires Canada, slated for migration have access to the new system for civil fingerprint processing.
  • Additional FBI Free and Secure Trade (FAST) sites will be migrated once the sites complete an upgrade to their systems. Migration is anticipated in the fall 2008.

AFIS Working Group Members

  • Canadian police agencies belonging to the CCRTIS AFIS Working Group will be migrated to the new system for processing latent fingerprints using an RTID Project-supplied transcoder. The following seven (7) Canadian police agencies currently have access:
    • Ottawa Police Service
    • Durham Regional Police Service
    • York Regional Police
    • Service de police de la Ville de Montréal
    • Niagara Regional Police Service
    • Ontario Provincial Police
    • Halton Regional Police
    • Sûreté du Québec and Toronto Police Service have full access to the RTID system. Work to configure their systems interface with the transcoder is required to complete migration.
  • FBI IAFIS electronic criminal ten print search capabilities are available to all operational transcoders.
  • Migration of the remaining AFIS Working Group members will be completed in July.

Regional Automated Fingerprint Identification Access System (RAFIAS) Sites

  • Additional testing is required to migrate RCMP sites using RAFIAS to access the national repository for processing latent fingerprints
  • Migration involves many RCMP sites and a few Canadian police agencies
  • Specific planning is required to migrate BC AFIS partner agencies, RCMP “E” Division (British Columbia) and Vancouver Police Department

CCRTIS Central Latent Operations

  • Testing continues to enable the internal CCRTIS latent fingerprint processing to support RAFIAS site

Retention and Immigration

  • Migration planning is underway with an anticipated start date in September.

RTID Phase 2

  • Review of all Phase 2 requirements including a review of the functionality currently provided by several legacy systems is expected to be complete in early summer 2008.
  • The effort required to migrate the RTID application to a newer version of the existing platform and potentially improve system performance has been evaluated. The options and a recommended migration strategy will be delivered in July.
  • The development of the Canadian Police Information Centre application and the associated data conversion to support the automated processing of criminal record information continues.
  • The analysis of the complex business rules associated with charge and disposition reporting is underway. This effort is guiding the development of a Charge and Disposition Library (CDL) that will provide the foundation of the transformed criminal records processes.

Agency Engagement
On June 19, 2008, RTID Phase 2 team members and a small number of Criminal Records Working Group members met informally to discuss criminal records processes and the CDL. The feedback received will contribute to the design and development of the CDL.

Agency Readiness – Accreditation and Certification Update
The first step of the agency certification process, the application requirements, has been initiated with several agencies in the certification queue.  Plans are underway for vendor certification of card scan devices.  Accreditation and certification information is available on the RTID Internet Web site at http://www.rcmp-grc.gc.ca/rtid/index_e.htm or by contacting the CCRTIS Certification Coordinator by email at RTID_ITR_Certification@rcmp-grc.gc.ca.

RTID AFIS Training
Remote transcoder refresher training is being provided to AFIS Working Group members who have previously received transcoder training. Training coincides with transcoder migration at each site using “PC Duo” to connect to the site and share access to the remote transcoder. To date, training has been successfully delivered to all AFIS Working Group members who have been migrated to the new system. The RTID Project Migration Coordinator and CCRTIS Remote Network Search Advisor will contact transcoder users directly to arrange migration and training activities.
