CCRTIS Criminal Records Working Group
Shaping the new criminal records business
The Real Time Identification (RTID) Project will improve the efficiency of CCRTIS fingerprint and criminal records services and enhance client’s ability to do their work. Although agencies will benefit from these improvements, it will also mean changes to business processes. Working groups have been established to allow CCRTIS to engage its clients during the development phase to ensure the new processes meet client needs.

During RTID Phase 1, CCRTIS engaged an Automated Fingerprint Identification System (AFIS) Working Group to provide input into the new fingerprint processes. With the implementation of Phase 1 well underway, the focus has shifted to RTID Phase 2. A similar working group has been created to provide input for the criminal records processes that will be developed during this phase. This group is called the Criminal Records Working Group and is comprised of criminal records subject matter experts from representative Canadian police and federal agencies.

The first Criminal Records Working Group meeting took place July 9 and 10, 2007 in Ottawa. Members gained an understanding of the benefits and changes planned for the improved criminal records services. Similarly, CCRTIS benefited from the feedback provided and will use this information to develop Phase 2 systems.

RTID PROJECT STATUS

Phase 1 Release Progress

RTID Phase 1 - Civil Release Highlight s

  • The RTID AFIS continues to make fingerprint identifications that were not possible with the legacy technology. As of July 30, the number of latent fingerprint identifications made for CCRTIS agencies has increased to 998.
  • The Civil Release provides the full functionality of the new AFIS and the Work Flow Manager for electronic processing of fingerprints for civil purposes.
  • Work to enable the migration of Transport Canada and the Federal Bureau of Investigation to access the new system continues. The migration of these agencies in the fall 2007 along with ComnetiX and Commissionaires Canada which have accessed the new system since May 2007 will complete the agency migration requirements for the civil release.
  • System stabilization solutions are progressing well and will benefit future releases.

RTID Phase 1 - Latent Release Highlights

  • The latent fingerprint functionality release is on schedule for implementation on October 28.
  • Agency migration for this release includes agencies represented on the CCRTIS AFIS Working Group
  • A Transcoder was delivered to Ottawa Police Service and configuration testing was conducted. The delivery of Transcoders to all other police agency working group members has been moved from September 15 to October 19, closer to the release date.
  • All affected agencies have registered in the five Transcoder training sessions planned for September 10 to October 12.

RTID Phase 1 - Ten Print Release Highlights

  • Ten print functionality will be introduced in November.
  • Agency migration planning for the remaining police agencies that exchange electronic fingerprints with the legacy system is underway.

Phase 2 Update

Two significant milestones were achieved for RTID Phase 2 in June. On June 13, RTID Phase 2 was awarded Effective Project Approval by the Government of Canada Treasury Board Secretariat. The approval was granted without condition, confirming confidence in the direction of both phases of the RTID Project. On June 29, the Request for Proposal for the Criminal Records Workflow component was released to pre-qualified bidders. Proposals will be received by September 12 and evaluation will follow in September and early October.
