Real Time Identification (Rtid) Project Contract Awarded for Phase 2 System Development
Canadian law enforcement to benefit from new criminal records management system
The contract to develop the automated criminal records management system for Phase 2 of the RTID Project was awarded to Fujitsu Consulting (Canada) Inc. by Public Works and Government Services Canada on January 18, 2008. Fujitsu Consulting offered the best-valued proposal based on technical and financial merit in response to a comprehensive competitive solicitation. This contract award is a significant milestone for the RTID Project.

“Law enforcement and civil agencies rely on the accuracy and timeliness of these systems to support the safety and security of Canadians,” said Joe Buckle, Acting Deputy Commissioner of National Police Services, and the RTID Project Sponsor. “RTID Phase 1 systems are producing results and this contract award is the next significant step in the RCMP effort to completely modernize these essential systems.”

Phase 2 systems will be built on the platform developed in Phase 1 to replace all remaining legacy systems and automate the criminal records management process. Initial system development work will begin in February 2008.

RTID PROJECT STATUS

RTID Phase 1 – Latent Release Highlights

  • The RTID AFIS continues to produce results by making identifications of fingerprints taken from crime scenes previously not possible with legacy technology. As of January 29, the number of identifications rose to 1,561.
  • Agency migration to access civil fingerprint functionality of the new system is complete. On December 10, 2007, the Federal Bureau of Investigation was migrated permitting the processing of fingerprints in support of Canada Border Services Agency’s Free and Secure Trade program. Final migration testing with Transport Canada began on January 15. Following the migration of Transport Canada, CCRTIS will be processing 80% of electronic civil fingerprint verifications using the RTID system.
  • The full latent functionality release is on target for an anticipated March production date.
  • Remote site Transcoder testing is the final requirement before proceeding with agency migration. Once complete, agencies belonging to CCRTIS AFIS Working Group will be permitted access to the new system.

RTID Phase 1 - Ten Print Release Highlights

  • Ten print functionality will be introduced once the Latent functionality is operating as expected.
  • A June 2008 release date is anticipated followed by agency migration in the summer, marking the end of RTID Phase 1.

Phase 2 Update
Phase 2 work has focused on vendor engagement activities and ensuring the necessary information is available to assist with detailed system design work, the vendor’s initial task. This includes information related to system architecture, Phase 1 systems and the replacement of legacy system components. The development of the Charge and Disposition Library, a key component of the Criminal Records Workflow component and CCRTIS agency systems, continues. The CDL and several “Sub-Process Documents” describing the new system processes were distributed to members of the Criminal Records Working Group for information purposes.

Agency Readiness – Certification Update
In February 2008, CCRTIS will commence certification activities with an external vendor for civil transactions generated from a LiveScan.  The RTID Project has a dedicated certification team and facility in place for certification testing.  Complimenting the technical activities of the certification team, CCRTIS Operational Support and Client Services will provide agency support and manage the administrative responsibilities of certification.  Work on prioritizing the certification schedule for agencies continues.  Certification information is available on the RTID Internet Web site at http://www.rcmp-grc.gc.ca/rtid/index_e.htm or by contacting the CCRTIS Certification Coordinator by email at RTID_ITR_Certification@rcmp-grc.gc.ca .
