Getting Connected to RTID
The First Step is Agency Migration
Migrating agencies from accessing the legacy system to the new Real Time Identification (RTID) system is a key activity for Phase 1 of the RTID Project. Migration planning has been underway since the fall 2006 to ensure the following agencies get connected to RTID:

Civil Fingerprints

  • Federal Bureau of Investigation (FBI), ComnetiX and Commissionaires Canada migrated.
  • Additional FBI Free and Secure Trade (FAST) sites will be migrated once the sites complete an upgrade to their systems. No time frame has been determined.
  • Migration of Transport Canada in May 2008 will complete the civil migration activity enabling CCRTIS to process 80% of civil fingerprint submissions electronically.

Latent Fingerprints

  • Migration activities, including transcoder training, delivery, installation, connectivity testing and functionality testing, for AFIS Working Group members.
  • Migration testing with the transcoder installed at Ottawa Police Service began on March 4, 2008.
  • Additional testing is required to determine the final migration date.
  • The migration of other agencies starting with Toronto Police Services will follow.
  • Additional testing is required to enable the migration of BC AFIS agencies using the Regional Automated Fingerprint Identification Access System (RAFIAS).

Ten Print Fingerprints

  • Migration planning initiated.
  • The anticipated production date of the Ten Print release is June 2008 and migration will start in August or September.

Civil clients will benefit from improved Phase 1 service deliveries. Agencies accessing the new system for the latent and criminal fingerprint verification will benefit from the advanced fingerprint matching capabilities of the new AFIS. Once the new system is fully functional, the legacy AFIS will be de-commissioned.

RTID RESULTS

  • The new RTID AFIS continues to make identifications for fingerprints taken from crime scenes that were not possible with legacy technology. As of April 14, 2008, the number of identifications rose to 2,064.
  • CCRTIS clients submitting electronic fingerprints now receive responses within 72 hours (3 business days) for the majority of civil clearance fingerprint requests that do not link to a criminal file.

Latent Release Highlights                                   

  • On March 2, 2008, the RTID Project successfully implemented the latent fingerprint functionality of the new system.
  • Agency migration is underway.

Ten Print Release Highlights

  • System testing of the next major release delivering ten print functionality will begin in April 2008 on target to be in production in June.
  • Migration is anticipated to start in August or September 2008.

RTID Phase 2

  • Phase 2 system requirements definition is expected to be complete in spring or early summer 2008.
  • The development of the Canadian Police Information Centre application and the associated data conversion to support the automated processing of criminal record information continues.
  • The design of the Charge and Disposition Library (CDL) is moving forward. CDL development involves the analysis of complex business rules associated with charge and disposition reporting. The CDL will provide the foundation for the transformation of criminal records processing.

Agency Engagement

On April 3-4, 2008, a second Criminal Records Working Group conference took place in Ottawa, ON. Members are representative of the CCRTIS client group with knowledge of criminal records processes and requirements. Input from working group members facilitates system development and ensures the new processes meet client requirements. CCRTIS and the RTID Project held discussions with a target group of Criminal Records Working Group members via teleconference in March to seek input on a specific topic related to Phase 2 system development work.

The Canadian Police Information Centre (CPIC) Information Technology Sub-committee (ITSC) received a status report on the new CCRTIS systems and the RTID Project on April 2. This update is provided regularly to inform ITSC members, who have information technology roles at various Canadian police services.

New Version (Version 1.7.7 E2) of the National Police Services, National Institute of Standards and Technology, Interface Control Document (NPS-NIST-ICD)

Testing of the new latent functionality has identified a need to refine the NPS-NIST-ICD. The new version, Version 1.7.7 E2, and a comprehensive summary of changes from the previous version are now available. System testing of the Ten Print functionality being introduced in the next major release will identify a need for further ICD enhancements. A subsequent version of the ICD is expected prior to the Ten Print Release. Notification of future versions will be made well in advance of publication to ensure that all agencies are notified appropriately. Including system enhancements resulting from ICD changes in the vendor maintenance agreements is recommended.

Agency Readiness – Accreditation and Certification Update

CCRTIS has partnered with Public Works and Government Services Canada, Canadian Industrial Security Directorate to develop a new process for accrediting private companies to take fingerprints for non-criminal purposes. Police agencies and private fingerprinting agencies previously accredited under local jurisdiction will be informed of the new accreditation standards once the policy is formalized.

Certification of an external vendor for civil fingerprint transactions generated from a LiveScan is nearing completion. CCRTIS Operational Support and Client Services have initiated the application requirements, representing the first step of the certification process, with many agencies in the certification queue.
