Project Condor

Project Condor is a special team dedicated to tracking and arresting offenders unlawfully at large. This initiative is a partnership between the Royal Canadian Mounted Police (RCMP) and Correctional Service of Canada (CSC).

Under the Corrections and Conditional Release Act, an individual is considered unlawfully at large:

  • when parole is suspended because the offender failed to return to the halfway house;
  • when there is a violation by the offender of the parole conditions imposed by the National Parole Board.

Following the issuance of a Canada-wide warrant, the members of Project Condor will track any individual unlawfully at large across Québec, Canada and the world. The team also relies on the support of a number of public and private partners to fulfill its mission.

Since the inception of this initiative in October 2007, over 364 individuals illegally at large were found and arrested, including individuals convicted of murder, drug trafficking, sexual assault, robbery, fraud, etc.

Raymond HELPIN, 48, is 178 cm tall and weighs 85 kg. He has brown hair and blue-green eyes
