The RCMP in Quebec - About Us

General Information

Created in Quebec in 1920, our division was already tasked back then with enforcing some forty federal statutes. Over the years, we have evolved with society to become a modern team with sophisticated investigative techniques and a broader mandate, with an ever-growing international reputation.

Today, our 1,200 police officers, civilian members and Public Service employees focus on financial integrity, national and border security and the fight against organized crime. We have specialized resources for our investigations, offer protective services to dignitaries and conduct crime prevention initiatives within the community. We deliver services throughout Quebec.

In addition to the Headquarters located in Montréal, our detachments are distributed geographically within two districts, namely East and West districts. Since 1998, we have been an integral part of Central Region, which includes the RCMP divisions in Quebec, Ontario and the National Capital Region.

Our investigations –strictly federal– are in no way comparable to the concept of community policing, which is used elsewhere in Canada and by our policing partners in Quebec. However, by joining forces with our local and foreign partners in the area of intelligence, we are able to conduct successful interterritorial investigations. We are working for you, at home and abroad.

2009

Project Château

Members of the Royal Canadian Mounted Police Customs and Excise Section, in partnership with the members of the ACCES Program which includes officers of the Sûreté du Québec Anti-Smuggling Division, and officers of the Service de police de la Ville de Québec, Service de police de Lévis, as well as the Service de police autochtone de Wendake, conducted in March 2009 an operation to arrest 22 individuals allegedly involved in illicit tobacco trade and drug trafficking. Two of the warrants issued were for individuals believed to be members of an outlaw motorcycle gang. News Release


2008

Project Chiwadin

In November 2008, the Aboriginal Combined Forces Special Enforcement Unit conducted a series of searches and arrests in the Aboriginal community of Chisasibi, located west of the La Grande Complexe near James Bay. News Release

Project Cogiter

In October 2008, the Royal Canadian Mounted Police seized a significant quantity of counterfeit clothes and fashion accessories as a result of a search conducted by the investigators of the Central St. Lawrence Valley, Laurentides-Lanaudière-Outaouais and Montérégie detachments. News Release

Project Connecteur

In September 2008, "Project Connecteur", resulted in searches being conducted in several places of business and residences in Montréal, Sainte-Thérèse, Granby, Sorel and Shawinigan. The investigators seized many items, including decoders and computers that were allegedly used to develop access codes required to steal satellite signals. News Release

Project Chaindrive

In July 2008, the Royal Canadian Mounted Police, in a joint effort between the Drug Sections in Montréal and Edmundston, New Brunswick, put an end to the illicit activities of an organization allegedly involved in drug importation and exportation as well as various cross-border crimes. Project Calculateur

In July 2008, the Centre of Operations Linked to Telemarketing Fraud specialized team dealt a blow to a well-structured organization suspected of engaging in mass marketing fraud and identity theft. As a result of this investigation, a number of money transfer outlets used by the criminal organization relying on employees as accomplices were shut down. News Release

Project Celtique

In June 2008, the Integrated Counterfeit Enforcement Team dismantled an alleged criminal organization specialized in stealing and tampering with point-of-sale terminals, as well as producing counterfeit debit cards. News Release

Norbourg Case

In June 2008, the RCMP confirmed the conclusion of its investigation to expose the criminal wrongdoings that affected approximately 9,200 shareholders of mutual funds managed by Norbourg. News Release

Project Caverne

In June 2008, the RCMP arrested three high-level Canadian drug traffickers in the Montréal area, thus concluding a major investigation named Project Caverne that was led by the Combined Forces Special Enforcement Unit. News Release

Project Conclusion

In June 2008, the Royal Canadian Mounted Police dismantled an alleged criminal organization specialized in importing cocaine at the Pierre-Elliot-Trudeau International Airport in Montréal. News Release

Project Commodus

The Integrated Bankruptcy Team, which is made up of investigators of the RCMP and the Office of the Superintendent of Bankruptcy, arrested in May 2008 five alleged fraudsters who could face charges of fraud and conspiracy to commit fraud for orchestrating an abuse of credit scheme of nearly $2.5 million at the expense of financial institutions. Project Cancun

In March 2008, the investigators of the Aboriginal Combined Forces Special Enforcement Unit dismantled a criminal organization that allegedly specialized in the trafficking and exportation of marihuana to the United States.  News Release

Project Carwash

An investigation conducted by RCMP officers from the Laurentides-Lanaudière-Outaouais Detachment has led to charges being laid, in February 2008, against five persons who allegedly sold used vehicles with their odometers rolled back. At least 332 consumers have fallen victims to this alleged fraud. News Release

Project Chimie

In January 2008, the Royal Canadian Mounted Police dismantled a laboratory operation that produced ecstasy, methamphetamine and pills resembling Viagra and Cialis tablets in Repentigny. News Release


2007

Project Copyright

In December 2007, the Royal Canadian Mounted Police conducted two searches in Montréal, leading to the seizure of thousands of counterfeit DVDs and the arrest of eight suspects. As a result of Operation Copyright, thousands of counterfeit DVDs of U.S. television series such as The Six Million-Dollar Man and Ally McBeal, in addition to 200 DVD burners, were seized. The network allegedly operated from Montréal, selling and distributing counterfeit DVDs through several Web sites.

Project Case postale

The Centre of Operations Linked to Telemarketing Fraud specialized team seized a little over 50,000 letters and as many bogus cheques in a one-month blitz between November 14 and December 14, 2007. These fraudulent letters were part of a scam aimed at defrauding American as well as Canadian citizens of their money in exchange for so-called prizes.

Project Channel

Project Channel’s primary focus was to uncover and dismantle a clandestine ecstasy lab. In this investigation, the federal officers conducted a number of operations which resulted in the seizure of 1,000 cannabis plants in Clova, Northern Quebec, 22 kg of cocaine from the United States, 39 kg of marijuana, 240 cannabis plants and 50,000 ecstasy pills. Also, on June 22, 2007, the officers dismantled an ecstasy lab in Sainte-Adèle. In addition to several kilograms of methamphetamine and MDMA, they seized more than 100 kg of substances used to make ecstasy pills.

Project IT DATA

In October 2007, COLT Special Squad (Centre of Operations Linked to Telemarketing) conducted a number of searches in Montréal. The police operation targeted a well-structured organization suspected of being involved in mass marketing fraud and believed to have made some 1,500 victims.

Project Chamonix

In June 2007, the Canada Border Services Agency and the Royal Canadian Mounted Police have seized close to 160 kilograms of cocaine in buckets of frozen mango puree transported by container from Mexico. Five Mexicans, holding a visitor status in Canada, were arrested with respect to this import.

Project Castille

In March 2007, officers of the Montréal RCMP Federal Investigations Section, in co-operation with Canada Border Services Agency Investigations Division in Montréal, seized more than 4,600 suspected counterfeit fashion accessories in a container coming from China. Project Castille was aimed at preventing the importation of counterfeit goods into Canada and prosecuting those who contravene the Customs Act, Copyright Act, and Trade-marks Act.


2006

Project Civil

In December 2006, the Centre of Operations Linked to Telemarketing fraud, led by the RCMP, dismantled an international organization involved in telemarketing fraud. This organization allegedly victimized 500 persons on a weekly basis in Canada and the United States, grossing between $8 million and $13 million annually since 2003.

Projects Cabernet-Cubain

This major police investigation, carried out in December 2006 by Montréal and Québec city Drug Sections federal officers, is the result of two operations conducted in parallel. In fact, these two operations, named "Cabernet" and "Cubain", which shared the same investigative techniques, led to the arrest of 19 individuals from two separate criminal rings. More than 100 officers took part in these operations.

In the course of Project Cubain, RCMP officers conducted a major investigation that resulted in the dismantling of a criminal ring specializing in the importation of cocaine. In parallel with Project Cubain, RCMP officers undertook a second operation, Project Cabernet, which was another blow to organized crime. In this operation, RCMP officers posing as drug carriers were to transport between 500 and 1,000 kilograms of cocaine to Canada. However, the criminal organization was unable to complete the deal that would have made it possible for RCMP officers to take possession of the drugs directly from the suppliers. But even if the deal fell through, sufficient evidence was gathered to file charges against the organization including for conspiracy to import cocaine for the purpose of trafficking.

Project Colisée

On November 23, 2006, the partners of the Combined Forces Special Enforcement Unit (CFSEU) have dealt a serious blow to traditional organized crime with the raids carried out in the Montréal region. Thanks to Project Colisée, CFSEU investigators were able to infiltrate the organized crime and take it by surprise by identifying and arresting the leaders of the organization and uncovering conspiracies to import cocaine via the Montréal Trudeau Airport; a conspiracy to import 1,300 kilograms of cocaine to Canada by containers; the corruption of Canada Border Services Agency officers and conspiracies to import indeterminate quantities of drugs using their services; a bookmaking business; an attempt to commit murder; cocaine trafficking; and a cannabis route to the United States using the Akwesasne Territory.

Project Crawler

In November 2006, the members of the Cornwall Combined Forces Special Enforcement Unit, Royal Canadian Mounted Police, with the assistance of their police partners, arrested twelve subjects to be charged with a total 115 counts of indictment for various offences, including drug trafficking and cigarette smuggling. An underground cigarette manufacturing plant was also dismantled. Approximately thirty police officers took part in this operation conducted as part of Project Crawler.

Project Compétiteur

In August 2006, officers of the Royal Canadian Mounted Police, Centre-du-Québec Detachment, dismantled a counterfeiting ring that specialized in the production of counterfeit clothing items. Seven searches conducted by the federal police in Saint-Hyacinthe and Montréal resulted in the seizure of illegal clothing items of various popular brand names, as well as 11 printing plates and 7 negatives used for counterfeiting these items, for a total estimated value of $200,000.

Project Cléopâtre

In June 2006, more than 350 police officers took part in a large-scale operation aimed at dismantling a criminal organization specializing in the trafficking and exportation of marijuana and ecstasy to the United States, as well as money laundering. This major investigation launched in April 2005 under the name "Project Cléopâtre", was carried out by members of the Aboriginal Combined Forces Special Enforcement Unit.

Project Chabanel

In May 2006, the RCMP conducted a one-of-a-kind police operation, seizing off the shores of Africa an impressive 22.5-ton shipment of hashish intended for the Canadian market directly from the hands of its suppliers. This operation known as "Project Chabanel” was carried out in close cooperation with Canada’s Department of National Defence and RCMP liaison officers in England, Morocco, Pakistan, the United Arab Emirates and Spain. For more than a year and a half, the investigators of Montréal and Halifax RCMP Drug Sections carefully worked out every detail of this international police operation.

Project Concert

In April 2006, the police officers attached to the Aboriginal Combined Forces Special Enforcement Unit (A-CFSEU) arrested 26 people involved in producing, trafficking in and exporting cannabis to the United States. The investigation called “Project Concert” was initiated in August 2005 by the members of the A-CFSEU, a law enforcement unit composed of Royal Canadian Mounted Police, Sûreté du Québec and First Nations police officers. The goal of this investigation was to dismantle a criminal organization operating on the Kitigan Zibi Reserve, located south of Maniwaki, and in the Sainte-Lucie-des-Laurentides area.

Project Courriel

In February 2006, members of the Marihuana Grow Operations Enforcement Team concluded their first major operation when they uncovered a Montréal based criminal organization involved in the trafficking, importation and exportation of cannabis seeds, as well as in conspiring for the purpose of cannabis cultivation via the Internet. This operation was launched in November 2004 under the name "Courriel" and culminated with the seizure of 200,000 cannabis seeds and the arrest of seven persons.
