The “O” Division RCMP has been providing federal policing services in Ontario since 1920. The federal policing mandate does not afford as much visibility as our municipal and provincial policing partners, but we are just as active in our efforts to keep Canada and Canadians safe with a focus on national and border security, financial integrity, and organized crime.

LOCATIONS:

Headquarters: London, Ontario
The Commanding Officer, senior executive and administrative services for “O” Division operate from Headquarters located in London, Ontario.

The Division detachments are distributed geographically in two
districts: the Greater Toronto Area (GTA) District and the North, East, South (NES) District.

The NES District of “O” Division is led by a Superintendent based at Kitchener Detachment, and is comprised of nine detachments:

Cornwall Detachment (613) 937-2800

Prescott and Russell, excluding the township of Russell which
is part of the National Capital Region.

Hamilton/Niagara Regional Detachment (905) 643-5800

OUR FEDERAL POLICING SERVICES:

Commercial Crime Section
Active in investigations related to bankruptcy, counterfeit currency, frauds against the federal government and other types of white-collar crime at the local, regional, provincial, national and international levels.

Criminal Intelligence Section
A key service which supports both RCMP senior management and enforcement operations in the Division. Through intelligence-led policing, the mandate of this service is to gather and share intelligence that will effectively deter, detect and disrupt organized crime, and provides strategic direction in the deployment of resources.

Customs and Excise Section
Investigates commercial smuggling enterprises including the illicit manufacture, importation, exportation and international transhipment of contraband goods, firearms, weapons and technology.

Drug Section
Works to identify, target, investigate, disrupt, and dismantle the international, national/regional, and local drug trafficking organizations that are having the most significant impact in Canada. The aim is to prevent the importation, production, traffic and use of illicit drugs.

Federal Enforcement Section
Combats organized crime through the enforcement of 268 federal statutes within four programs: Consumer Protection, Environmental Protection, Financial Loss to Government and Public Safety.

Immigration and Passport Section
Prevents and combats illegal migrant smuggling, illegal immigration and misuse of Canadian passports and citizenship documents in Canada.

 

PROTECTIVE OPERATIONS:

Protective Operations has responsibility for VIP Security, Consular Protection, Air Carrier Security, Explosives Disposal and Tactical Troop administration. The RCMP is federally mandated to provide protection to the Prime Minister, the Governor General, designated Ministers of the Crown, Supreme and Federal Court Judges, Her Majesty the Queen and other members of the Canadian Royal Family, visiting Heads of State, and all other Internationally Protected Persons. This is accomplished through a combination of plainclothes and uniformed enforcement strategies.

 

FEDERAL OPERATIONS SUPPORT SERVICES:

Internal integration of Federal Operations Support provides key services in support of our criminal investigators. These services include :

  • 24 hour access to the RCMP through our Operational Communications Centre which provides service from their London Headquarters location;

  • Assistance to RCMP criminal investigators in the fields of police surveillance, electronic investigations authorized under the authority of the Criminal Code, and the provision of an air service consisting of both fixed wing air aircraft and a helicopter;

  • Technical expertise to investigate computer crime including specially trained regular and civilian members to assist with forensic analysis; and oversight of the Federal Witness Protection Program and its application to high risk investigations requiring source/witness protection.

 

Federal policing responsibilities give rise to long-term, complex and labour intensive projects which focus on national and border security, financial integrity, and organized crime. The support of our policing partners and the development of multi-disciplinary teams contributes to the efficiency and effectiveness of our efforts. This partnership concept has evolved into the ‘integrated’ policing model that is characteristic of the RCMP today.

 

OUR INTEGRATED UNITS:

“O” Division Integrated Units are specialized RCMP-led units, comprised of multiple federal or law enforcement agencies.

Aboriginal Policing
Members in our Aboriginal Policing Program work in partnership with First Nations Police Services, the Ontario Provincial Police, community leaders, and various organizations, to provide a quality service that is in line with the community needs.

Combined Forces Special Enforcement Unit (CFSEU)
A multi-partner operation specifically tasked with the mandate to expose, investigate, prosecute, dismantle, and disrupt organized criminal enterprises.

Drug Awareness
Working with federal, provincial, territorial and community partners, the “O” Division Drug Awareness Service participates in the development of unique, long-term solutions to substance abuse issues.

Immigration Task Force (ITF)
This team is part of the GTA Immigration and Passport section and works closely with other police departments and partner agencies to apprehend high-risk migrant fugitives through teamwork and the effective use of intelligence.

Integrated Border and Marine Security Enforcement Teams (IBET & MSET)
These teams are multi-partner law enforcement bodies harmonizing Canadian and U.S. efforts to target cross-border criminal activity and enhance border integrity. The marine units patrol the Great Lakes with a mandate to enforce laws relating to national security, organized crime and other federal statutes.

Integrated Market Enforcement Team (IMET)
The Greater Toronto Area is home to three specialized IMET teams tasked with detecting, investigating and deterring capital markets fraud by focusing resources on the investigation and prosecution of the most serious market related crimes.

Integrated National Security Enforcement Team (INSET)
INSET teams collect, share and analyze intelligence on investigations that concern threats to national security and criminal extremism/terrorism.

Integrated Proceeds of Crime (IPOC)
The IPOC Units identify and restrain illicit wealth as well as investigating money laundering activities.

Regional Integrated Gang Unit (RIGU)
Formed in 2007, RIGU has three primary mandates for combining gang activity in northwestern Ontario: Intelligence Gathering; Investigation/Enforcement Action; Education (police, community)
