Grand Falls - Windsor District was established in 1996 when the RCMP in Newfoundland and Labrador implemented the district policing model throughout the province. The district is headquartered at Grand Falls-Windsor and includes storefront offices in Botwood and Conne River, and detachments in Springdale, Buchans, Bay D’Espoir and Harbour Breton. The district is staffed with 38 regular members and 7 district assistants, a community policing coordinator, as well a contingent of auxiliary members, gaol guards and matrons.

District Mandate: Investigate and enforce the various federal and provincial statutes such as Criminal Code, Highway Traffic Act, Liquor Control Act and Controlled Drug and Substances Act. Develop strategies and initiatives related to youth, organized crime, terrorism, international police services, and Aboriginal communities.

In keeping with our national objective of “Safe Homes, Safe Communities” the district participates in and supports community-based Initiatives including Road Safety Vision 2010, crime prevention committees, ground search and rescue teams, a school liaison program and various programs and committees in the communities they service.

The district has the support of specialized RCMP services within the province, such as Drug Section, Traffic Services, Forensic Identification Services, Major Crime Units, Polygraph Services, Violent Crime Linkage Analysis Services, Federal Enforcement Section, Police Service Dog Section, communications support, property management and Informatics Section. On a national level the district has access to forensic laboratory services, behavioural science services, criminal intelligence services, Interpol, as well as numerous programs and services provided by the RCMP across Canada.

Grand Falls - Windsor District responds to over 7000 occurrences annually.

Grand Falls - Windsor Detachments

Grand Falls - Windsor Detachment is the largest detachment in the district and the members here provide policing services to the communities of Grand Falls - Windsor, Badger, Bishop’s Falls, Botwood, Peterview, Northern Arm, Point Leamington, Leading Tickles, Glover’s Harbour, Pleasantview, Phillip’s Head, Point of Bay, Cottrell’s Cove, and Fortune Harbour. The combined population of these communities is approximately 35,000. The Detachment is organized into three teams of uniformed officers and a General Investigation Section, a team of plainclothes officers who undertake some of the more serious investigations. The community policing coordinator for the district works at this unit and is involved with many community groups and initiatives throughout the detachment area.

The RCMP community policing office is located in Springdale, which is approximately 100 km west of Grand Falls-Windsor and 180 km east of Corner Brook. The detachment area has 18 communities with a total population of approximately 10,000. The six members and one support staff are responsible for federal, provincial and municipal investigations. Emphasis is placed on crimes against persons, property offences, drug offences and police community related activities.

Community programs - Members of Springdale office are actively involved in community initiatives. Such as crime prevention committee, a school liaison program, seniors liaison and coaching various sports involving youth. Springdale has recently started a government-funded program called Assets in Action. This program focuses on building assets in youth by involving all community service groups.

Buchans Detachment

Buchans RCMP Detachment came into existence in the 1950's. The unit is a one member detachment, situate 100 kms West of Grand Falls-Windsor, 72 kms from the TCH, on Route 370. The detachment polices three communities: Buchans, Buchans -Junction, and Millertown. The area has a total population of approximately 900 residents. The main attraction is hunting, fishing, snowmobiling and ATV touring. The recent establishment of a mine, 26 kms from the town of Millertown, has generated an influx of commuters and residents to the local area for employment. Continuous mining exploration is ongoing. The core of amenities are located in Buchans i.e. the hospital, K-12 school, liquor store, Sears, convenience stores, gas bar, and hotel. The Town of Buchans has a curling club; hockey stadium; outdoor swimming pool; Boys and Girls Club; and a Junior Canadian Rangers program for kids age 12-17. Canada Post outlets exist in all three communities. Millertown has one convenience store/gas bar and one Inn. Religious denominations of numerous faiths are active within the communities. The vast majority of support services i.e. victim services, legal aid, court are availed of in Grand Falls-Windsor. The Buchans RCMP member partners extensively with two Conservation Wildlife officers stationed at Millertown to conduct both inland and water patrols of the vast geographic area of the Buchans Detachment.

Bay D’Espoir Detachment

Opened on November 16th, 1990, the RCMP detachment is located in Head Bay d’Espoir. The detachment employs three members and one part time clerk. The detachment has two police vehicles, one car and a 4x4 truck. The detachment also has two snowmobiles and ATV and a 16-foot aluminium boat. As an isolated posting, all members live in RCMP houses. The members provide policing service to the eight communities in the Bay d’Espoir region as well as Route 360 north to the Northwest Gander River Bridge and south to Pool’s Cove Junction as well as the mass of country in between. The communities in this region are: Milltown/Head Bay d’Espoir, Morrisville, St. Veronica’s, St. Joseph’s Cove, Swangers Cove, St. Alban’s and the reserve of Conne River. There is also a sub-office of the Bay d’Espoir RCMP detachment located in Conne River. This office is located next to the band office, and is home to one regular member who lives on the reserve. There is also a clerk and a member of Conne River’s justice committee that work out of this office. This member is responsible for policing in Conne River.

Community - based problem solving

RCMP members stay in touch with the communities they serve not only through law enforcement, but also through participation in local fundraisers, dances, town meetings, youth functions and sporting events within the community. The RCMP in Bay d’Espoir works in conjunction with three schools in the area to help facilitate community based problem solving. Two schools house an RCMP office where students can visit and speak to police officers in a positive environment. RCMP lectures are a commonality within the schools and youth centres on such topics as drug and alcohol awareness, bullying and various forms of personal safety.

The RCMP in Bay d’Espoir works closely with the Department of Fisheries and Oceans, the Provincial Conservation Office and other government agencies with respect to law enforcement duties. Other partnerships include but are not limited to:

  • A Citizens-on-Patrol program was recently established in Bay d’Espoir and is helping to keep parents and other local citizens in touch with their community.
  • Restorative Justice is used as an alternative to the court system in Conne River. It consists of eight members of the Miawpukek Band Reserve and a RCMP liaison. Restorative Justice has been very successful in rehabilitating offenders, particularly the youth, and continues to provide positive examples of how it can work.
  • The Bay d’Espoir crime prevention committee works in conjunction with other community groups with the aim and objective of preventing crime within the local communities.

The Bay d’Espoir region is an area of immense natural beauty and opportunity. The culture is one that is very friendly and inviting, hence the pro-police attitude that exists. For this reason, there is a very strong emphasis on community policing and community involvement as well as law enforcement.

Harbour Breton Detachment

Harbour Breton is located on the south coast of Newfoundland 224 km from Grand-Falls Windsor. The detachment is located on the main road. The detachment consists of two constables, one corporal, a detachment assistant and one auxiliary constable.

The detachment provides policing service to rural communities, three of which are isolated and travel is only possible by helicopter or boat. The total population is approximately 5000 people with the majority living in Harbour Breton. The communities in this region are Belleoram, Gaultois, Harbour Breton, Hermitage - Sandyville, McCallum, Pool’s Cove, Rencontre East, Seal Cove, St. Jacques - Coombs Cove, English Harbour West, Wreck Cove, Mose Ambrose, and Boxey.

There are numerous partnerships between the RCMP and local organizations in the Coast of Bays area. Members are involved in various community organizations like the Primary Health Care Board, teaching DARE (Drug Abuse Resistance Education) to elementary school students, members are involved in minor hockey, figure skating, youth talks at school and at the Community Youth Network in Harbour Breton.

Detachment members also organize the annual RCMP Christmas hockey tournament and all proceeds are donated to minor hockey program in Harbour Breton.
