2008/2009 The Year in Review - Federal Policing
A Word from the Federal Policing Officer,
J Division’s 2008/2009 Federal Policing and Criminal Intelligence Year in Review aims to provide a snapshot of federal policing programs and services in New Brunswick. Though our mandates are federal, we are committed to working alongside our provincial partners to make New Brunswick the safest Canadian province through excellence in policing. The nature of the work we do and the services we provide sometimes make us less visible to the public than our provincial and municipal policing counterparts, and it is my hope that this Year in Review will provide a solid outline of our contribution to New Brunswick’s safety and economic integrity.
Every year, federal sections including Drugs, Customs and Excise, the Integrated Border Enforcement Team and Federal Enforcement Services lead long-term, strategic investigations targeting organized crime groups involved in drug trafficking, smuggling, the contraband tobacco trade and other inter-provincial and cross-border crime.
We also work with international partners to enhance the security of our border with the United States—a vital component of New Brunswick’s economy and culture—and to develop and analyze criminal intelligence in support of police operations and crime reduction initiatives. We strive to be leaders in integrated policing, acknowledging that successful crime reduction requires intelligence-sharing and collaboration, and we have built strong relationships with our policing partners , community leaders and other stakeholders throughout the province, across Canada, and globally.
Over the past year, J Division federal policing, working in partnership with police agencies throughout the province, Canada and internationally,has helped to make New Brunswick a safer place by successfully targeting and dismantling some of the most prominent criminal groups operating in the province. I look forward to continuing to work together to make the province we call home the safest one in Canada.

Federal Policing Programs and Services
J Division Federal and International Policing’s mandate is to work with the community, clients and partners to target organized crime and provide a quality policing service through problem solving, education, prevention and enforcement of Federal Statutes and the Criminal Code.
Drug Enforcement
Our Drug Units work with partners to reduce the harm caused by drug-related crime. Since the illicit drug trade is a global problem, our investigations can be international, interprovincial or regional in scope. In 2008, J Division’s Drug Enforcement Section successfully dismantled several organized drug trafficking groups operating in New Brunswick, and placed an emphasis on education and prevention by working with the media and community members to raise awareness about the dangers of methamphetamine, ecstasy and other synthetic drugs.
Border Integrity
From coast to coast to coast, national and border security is an RCMP priority. Using an integrated, intelligence-led approach, J Division Federal Policing has developed strong relationships with the international community to eliminate criminal activities here at home. Programs including our Integrated Border Enforcement Team, Customs and Excise, Coastal Watch and Jetway offer enforcement and intelligence-gathering services in direct support of this priority.
Federal Enforcement Services
Our Federal Enforcement Section combats organized crime through the enforcement of 268 federal statutes related to consumer protection, environmental protection, financial loss to government
and public safety. In 2008, J Division FES investigated illegal activities including copyright violation, satellite signal theft and the sale of counterfeit goods.
Financial Crime
J Division’s Financial Crime Program contributes to the security of our economy and seeks to protect New Brunswick residents and governments from financial crimes perpetrated by organized crime and others. Investigations into fraud, counterfeit and contraband products led by our Commercial Crime and Proceeds of Crime programs protect the integrity of New Brunswick’s economy.
National Security
Working in close partnership with other law enforcement agencies, J Division’s National Security Enforcement Section (NSES) conducts investigations and gathers intelligence with the primary goal of preventing and deterring terrorist activity in New Brunswick.
VIP Protective Services
This specialized unit provides protective services to domestic VIPs and Internationally Protected Persons (IPPs), including the Prime Minister of Canada and the Governor General, foreign heads of state and dignitaries visiting New Brunswick.
Federal Support Services
J Division Support Services provides a wide array of specialized tools, techniques and expertise to police units and detachments across New Brunswick. Services including undercover operation support, explosive detection and disposal expertise, major case management and legal application support are tailored to meet investigative needs, particularly in regard to the gathering and management
of evidence.
Our Operations
Operation Jekyll
Federal RCMP members and support staff assisted in dismantling a deeply-entrenched, inter-generational criminal organization operating in the Salisbury area, resulting in extensive property seizures and more than 55 charges related to criminal organization, drug trafficking, illegal firearms and contraband tobacco. This case marks the first time a 2002 amendment to a Section of the Criminal Code of Canada focusing on Organized Crime was utilized in New Brunswick.
Operation Junebug
In February 2009, The Saint John Drug Unit concluded a yearlong, joint forces investigation with the Saint John and Rothesay Police Forces, with assistance from District 3 Hampton RCMP, dismantling an organized crime group operating in the Greater Saint John area. This group had tentacles in Ontario and was actively involved in the traffic of marijuana and cocaine throughout New Brunswick.
Operation Jabez
This collaborative effort between RCMP in Quebec and New Brunswick, the Bathurst and Edmundston Regional Drug Unit and U.S. police agencies led to the successful dismantling of a cross border drug smuggling group with connections to Columbia in an importation-exportation conspiracy to move methamphetamine, ecstasy, cocaine, firearms and other contraband across the Saint John River between Maine and New Brunswick.
Operation Jacoby
Working with the Sureté du Quebec, Operation Jacoby was the New Brunswick component of Operation Sharqc, a large-scale, joint forces effort to dismantle the Hells Angels in Quebec. Successful
collaboration, intelligence-sharing and a strategic investigation led to the arrest of the only full patch Hells Angel member residing in New Brunswick, along with his associates.
VIP Protective Services
In 2008/2009 J Division VIP Protective Services once again proved its ability to provide world-class protection for visiting dignitaries. In the past year, New Brunswick has hosted and J Division has provided protective services for nearly 20 visits from the Prime Minister of Canada and other luminaries including the Secretary General of La Francophonie His Excellency Abdou Diouf, former U/S. President Bill Clinton, U.S. Ambassador David Wilkins, and President and Mrs. Amadou Toure of Mali.
Intelligence
Excellence in Intelligence Production
Division Intelligence is at the core of targeting crime, in direct support of police activities aimed at reducing the impact of individual prolific offenders or in dismantling organized crime groups in New Brunswick. In the past year, J Division has significantly increased its complement of human resources and training in order to provide valuable intelligence products to front-line policing. Trained crime reduction analysts are now embedded in district policing, and are playing a key role in helping to identify and target prolific offenders and organized crime groups. Dedicated intelligence resources are dispersed throughout every region of the province, and play key roles in multi-agency Integrated Intelligence Units (IIUs). Criminal Analysts, Intelligence Officers, and specialized technical personnel collaborate daily to bring accurate and timely intelligence to advance enforcement activities in municipal, provincial, federal and international policing.
In the past year, the Division Criminal Analysis Section (DCAS) has continued to innovate, producing products and processes that directly support our national and divisional priorities. Intelex, a specialized information management support team, was also created and fully staffed, and is working to ensure intelligence products are relevant and comprehensive.
In 2009-2010, we will continue to harness the collective energy and talent of a growing and maturing workforce through the alignment of effort, tools, processes, training and experience in order to bring excellent products to strategic criminal investigations.

The Year Ahead
In 2009/2010, in addition to supporting national strategic priorities,J Division Federal Policing will continue to proactively disrupt and deter organized crime, cross-border smuggling and the drug trade in New Brunswick through enforcement, education and prevention. Ongoing, specialized training and development for our members will be among our top priorities, as will the development of innovative disclosure products and continued partnership with Public Prosecution Services of Canada. Operationally, our key focus areas will include:
Synthetic Drug Operations
While methamphetamine, ecstasy and other synthetic drugs have not yet become as prevalent in New Brunswick as they have in other parts of Canada, we are working hard to stay ahead of this alarming trend. Drugs and Organized Crime Awareness Services will continue to proactively educate community leaders, students and parents about the realities of synthetic drug abuse, and will promote the RCMP’s Chemwatch program among local industry. Meanwhile, our investigative teams will continue to target and disrupt organized crime groups involved in the traffic of synthetic drugs, and will receive continuous training in synthetic drug enforcement and expert witness techniques.
Contraband Tobacco Enforcement Strategy
The illicit trade in tobacco products presents a serious threat to public safety and health in New Brunswick, and J Division’s Customs and Excise Section has recently streamlined operations in order to enhance its capacity to investigate and intercept illegal tobacco being smuggled throughout the province. The sale of illegal tobacco has become a major source of income for all levels of organized crime, and poses a significant threat to our economic integrity and to the health and well-being of New Brunswickers.
Coordinated Marihuana Enforcement
In addition to posing significant health and safety hazards, marihuana grow operations bring organized crime into our neighbourhoods, creating the potential for increased criminal activity and drug violence. In the months ahead, J Division’s Coordinated Marihuana Enforcement Team will proactively raise awareness about the dangers of marihuana grow operations in order to help deter this harmful activity, as we continue to proactively investigate and dismantle both indoor and outdoor marihuana production
operations within our province.
Vancouver 2010
In the months ahead, RCMP members from across Canada will travel to British Colombia as part of the Vancouver 2010 Integrated Security Unit (V2010-ISU), which is responsible for securing the 2010 Winter Olympic and Paralympic Games. Many of J Division’s Federal Policing members will contribute to ensuring the security of this historical event. The expertise in security planning and the experience they gain will be a welcome addition to J Division’s federal policing services for years to come.
Making New Brunswick the safest province in Canada is within our grasp. Partnership, innovation, communication, sharing of capacity and intelligence throughout the province is not new to us; it is the way of policing in New Brunswick. Applying this formula to the opportunities that change creates and the readiness and commitment to seize these opportunities will bring us to our goal in 2009-2010.
