Message from the District Commander
On behalf of the Commanding Officer for New Brunswick and all the members and employees of Grand Falls District 10, as the new District Commander for this area, I am proud to present you with our 2008-2009 Year in Review. I hope that this report will assist you in better understanding our role in making New Brunswick the safest province in Canada.
Our members will continue to address the priorities identified at the local, provincial and national levels. Community consultation and maintaining strong partnerships throughout our local communities will remain an important element of our strategy to reduce crime in the Madawaska-Victoria regions. Community buy-in and trust are main components in the fight against crime.
Aboriginal Policing will remain a priority for our District. A strong police presence within our two First Nation communities and stronger community-policing relationships will be maintained. In the past year, our members have participated in several community events and developed stronger relationship with youths in our communities.
RCMP District 10 in partnership with the Edmundston and Grand Falls Police Departments will continue the fight against organized crime, combat illegal drugs in our communities and the sale of contraband tobacco.
Our traffic unit will focus on making our highways safe by being present on our local roads and conducting regular traffic operations in partnership with other provincial agencies.
Certainly the past year has been a busy one for the members of District 10 but each one of our 41 members continue their dedication to professional service delivery and continued commitment to the communities that we serve.

District 10 provides policing services to 12 municipalities and two First Nation communities.
Over the past year, our members have drafted several search warrants and were successful in dismantling numerous interior marijuana grow operations within the region. In last year’s Operation “Sabot”, District 10 was recognized as being the District that succeeded in seizing the largest number of marijuana plants.
During the spring of 2009, our District, in partnership with the Bathurst-Edmundston Regional Drug Unit, dismantled an important group in the Madawaska-Victoria area involved in organized crime. The main target in this operation was a member of the Hells Angels of the Quebec Chapter. This “full patch” member was a resident of the Village of Ste-Anne-de-Madawaska.
The arrival of our District Community Program Officer, Mrs. Solomon-Ouellette, has proven to be a success story for our organization. Her involvement with the numerous partners in all communities has established a positive police image for the RCMP. Members have been assigned as school and community liaisons while frequent visits are being maintained by our members at our schools, providing our local youths with a better understanding of the role of the RCMP. Regular attendance at our municipal council meetings has also improved communication with all communities. This has assisted the RCMP in understanding and assessing the needs of our clients. Our involvement in the 2008 floods has resulted in solid partnerships being formed and a better understanding of the different roles of each emergency responder.
Within District 10, there are RCMP offices in Clair, Rivière-Verte, Saint-Léonard, Grand-Falls, Plaster Rock, Perth-Andover and Tobique First Nation. We have support staff in the offices of Rivière-Verte, Perth-Andover, Grand Falls and Tobique. Access to a police officer is available at these posts between 8 a.m. and 4 p.m. on weekdays and by appointment after hours. Police visibility in our communities as well as on our local highways is a priority with all members of District 10. They understand the importance of being well informed of the daily occurrences within these communities to encourage community input and intelligence gathering.

A change in reporting statistics has resulted in some categories having significant changes from 2007 to 2008.
District 10 is committed to community safety and increased police visibility throughout its numerous communities.
Youth, aboriginal policing and organized crime remain the top priorities of District 10. Intelligence gathering and sharing of information with our numerous partners will continue to be an ongoing standard practice in an effort to reduce crime in our communities. District 10 members will continue to attend regional intelligence meetings and future joint operations are planned in the year ahead.
In partnership with our Community Policing Officer, we will organize crime prevention workshops, school lectures, and anti-intimidation programs in our local schools. We will train more members in the field of Restorative Justice with the goal of reducing the number of young teenagers from entering the criminal justice system.
Our highway patrol members will dedicate themselves to highway safety in order to reduce the number of fatalities and injuries on our roadways.
Our members will strive to deliver a high standard of quality investigations and client satisfaction will be our common vision.
