On behalf of District 7 Carleton-York RCMP, it gives me great pleasure to report the achievements of the district over the past year. Much of our success has been thanks to the partners that have been involved with our team. These partners include Town and Village Councils, Local Service Districts and many others who have helped form the direction of District 7 Carleton-York. To the many law enforcement partners, we appreciate your efforts in helping us strive toward the goal of Safe Homes, Safe Communities.
In January of 2009, our district embarked on a Crime Reduction Strategy. This strategy has allowed us to have a focused approach on individuals that cause the community the most concern. While we have had some very good initial results, it is in the area of key partnerships that we have made the greatest strides. Over the past eight months, we have forged many relationships with key agencies and believe this integration is a key part to the overall solution of remaining an effective policing agency.
I wish to pledge the commitment of the membership of District 7 Carleton-York to continue on the path of Crime Reduction in our areas and to strive together to develop the safe homes and safe communities that we all deserve.

In 2008/09 the District priorities were centered around a combination of enforcement and education. Although not an exhaustive list, a few of the highlights were;
Over 100 presentations to schools and various groups. These presentations were done by a number of regular members to various grade levels as well as service groups. The topics ranged from “Stranger Safety” to drug information sessions, seatbelt safety with the use of the “Roll Over” simulator, as well as classes in law, suicide prevention, coaching/mentoring and a variety of other topics. The delivery of the DARE program to 12 different grade six classes in the district. With this program, an officer spends 10 weeks in the classroom working with the teacher and students on a number of youth related topics.
The creation of the Carleton-York Police Community Liaison Committee. This has representation from 17 village councils and Local Service Districts. The meetings are held bi-monthly directly with the management team of District 7 Carleton-York to discuss community concerns.
The integration of the RCMP on various projects with Woodstock Town Police. This year saw a significant event happen with the creation of an integrated plain clothes unit whose purpose is to focus on priority offenders and offences. This was a first for this area and the integration has already proven the positive results of working together.
The implementation of a new focused crime reduction approach. This plan identifies the small percentage of people who are committing the majority of crimes. It also includes an accountability factor for those who are on judicial orders such as probation and/or conditional sentences. The first three months has proven results and District 7 is fast becoming leaders in the province in crime reduction.
Our members contributed several hundred hours of voluntary time to various youth and adult initiatives including coaching swimming, martial arts, hockey, soccer, cadets, church leadership boards, and local school advisory committees.
The development and implementation of a traffic plan to focus on collision reduction, impaired driving, seatbelt usage and high risk drivers. 2008 saw the prosecution of 80 impaired drivers and an overall reduction of fatal and serious injury crashes.
The removal of several hundred thousand dollars worth of illegal contraband cigarettes and illicit drugs from our streets.
The hiring of a Community Program Officer, to assist in the communication between the police and the community, and the use of a professionally trained criminal analyst to help determine crime trends and identify high risk offenders.

2009/2010 is going to be a very exciting year for District 7 Carleton-York. The following District Priorities have been developed in consultation with our communities and members.
Organized Crime: We want to reduce the effects of organized crime both locally and nationally by reducing the number of illegal drug and contraband cigarette distributors. We have established a plain clothes integrated unit with a focus on the local drug trade. We will also be paying close attention to the Trans Canada Highway that runs through our area as we know this is a pipeline to the other Atlantic Provinces.
Aboriginal Communities: It is our goal to have our Aboriginal Community in District 7 Carleton-York become a model community. We have a full time First Nations member that is assigned to this community. We are in the initial planning stages for several events that will have a positive impact, not only within the First Nation community, but the surrounding communities as well.
Youth: Our district will be very involved with education and awareness programs as well as using restorative justice and the court system as tools in an effort to develop the youth in our area. Our Community Policing Office is leading the charge in this area with many events planned. We want to further utilize the Internet as a communications tool to augment our efforts.
Traffic: A comprehensive traffic plan has been put in place. Three regular members have been assigned full time to the traffic duties. However, this is not a ticket patrol, it is a unit that has focused objectives and responds to evidence based community needs. The plan includes an off road vehicle component, a training component, as well as education and partnership building.
BTG (Bridging the Gap): We will also look at identifying existing gaps within that could keep us from achieving our goals. In an effort to remain good stewards, we have a plan in place that will maximize training dollars to benefit our members’ development.
