Message from the District Commander
I am very honored to have served as the District Commander over the past year. My job has been made even more rewarding thanks to the continued support of our community partners and the hard work of our members and staff.
Moving forward, District 3 will continue to capitalize on the strong initiatives from previous years, which lays the foundation for our District to be front runners in making New Brunswick the safest province in Canada.
I would like to welcome Sgt. Gary Fournier and Sgt. Bruce Reid as the new commanders for Grand Bay-Westfield and Sussex. They have both proven to be excellent additions to our District Management Team.
District 3 continues to have a strong working relationship with our policing partners from Saint John and Rothesay, sharing intelligence and forming joint investigative units. Our most recent joint investigative unit was successful in solving numerous home break and enters throughout the area.
We also continue to hold quarterly meetings with our District Community Consultative Group. Their assistance in the selection of our annual priorities is invaluable. We also continue to have excellent working relationships with our Mayors and Councillors, communication is the key.
This year, District 3 will focus on arresting prolific offenders; those people who commit the most crimes and do the most damage to our communities. We will also utilize a Civilian Criminal Analyst to determine where we should be implementing our resources to best reduce crime.
Finally I want to thank the members of our communities who sent their condolences following the tragic loss of Cst. Jason Porter of our Grand Bay-Westfield Post. Cst. Porter and his two small children were killed in a tragic motor vehicle crash in February. Jason was a good friend who will be remembered always and sadly missed.
We will continue to work as a team to make District 3 one of the safest areas in New Brunswick.

Cst. Norm Adams presented the Drug Awareness Resistance Education (D.A.R.E.) program to14 Elementary Schools over the past year. Close to 700 students received information about drugs and the D.A.R.E. decision making model
Cst Trevor Arsenault was instrumental in the establishment of the Norton Youth Center, seeking proposals and funding with the Norton Village Council and Province of New Brunswick. The centre opened in September.
Members from the Grand Bay-Westfield Post took part in their third consecutive year of playing floor hockey at Westfield Elementary School against the teachers while the students cheered them on.
Cst. Manon MacKenzie and Cst. John Thompson implemented an anti-bullying program making presentations to area middle school students on the tools necessary to recognize bullying and help stop it before it starts. It also helps them to know where to go and who to talk to if being bullied.
The 9th Annual RCMP Angels Program at the District 3 office collected non-perishable food, toys and clothing during the month of December for the local Food Bank.
Employees organized and participated in the 5th Annual Golf for Braden Tournament in August, raising funds for the Braden Gendron Trust Fund. Braden is the son of Cst. Dan Gendron and suffers from Pulmonary Hypertension.
Our Traffic Services unit partnered with Saint John and Rothesay Regional Police Forces for several seatbelt initiatives. District 3 also partnered with Commercial Vehicle Enforcement and the Department of Fisheries and Oceans, to assist them checking vehicles which may be carrying illegal and/or undersized lobster.
Traffic Services is also very active with the Deptartment of Natural Resources and the local TADD chapter at Belleisle Regional High School. TADD has participated in our Checkstop Program during Operation Christmas and attended the local bars in Sussex with vehicle stickers encouraging people not to drink and drive.
District 3 has had another successful year in our fight against drugs, seeing a number of substantial seizures with some major dealers taken out of our communities. However there has been an increase in the seizure of weapons during searches, causing concern as it relates to the safety of our members.
Bar and foot patrols are very popular with business and home owners, and is in line with our crime reduction strategy of being in the face of prolific offenders;

A change in reporting statistics has resulted in some categories having significant changes from 2007 to 2008.
District 3 will be concentrating on the Crime Reduction Strategy based on targeting Prolific Offenders, those people who are committing the majority of crimes in the community. The addition of a criminal analyst in District 3 will assist with this strategy.
The D.A.R.E. program will cover three school districts in 14 elementary schools, reaching 27 classes. Each class will receive eleven 75-minute visits. Students will engage in positive learning about themselves and those around them. They further understand that the police are true friends and want to help them become strong healthy people and have a productive life.
Traffic Services will be attending the graduating classes of Hampton, Sussex and Belleisle Regional High Schools with presentations on impaired driving as well as partnering with the Roving Traffic Unit from Moncton to hone our skills on criminal interdiction.
The Community Policing Officer’s (CPO) goals include a Youth Forum at Sussex Regional High School and Community Engagement Initiatives (Safer Community Workshop). CPO Tanya Warren is well known throughout our District and is spending her time involving our youth and seniors.
A positive ticket program will be held promoting something good teens are doing, such as wearing a bike helmet. Tickets are redeemable for various items at sponsoring businesses. Employees will organize and take part in two golf tournaments in 2009 raising funds for the Braden Gendron Trust Fund and the Porter Memorial Playground. Sgt. Steve Gourdeau was successful in obtaining a new boat for our District. The old boat no longer met the operational needs of the district. The new boat will be on local waterways patrolling and checking for infractions such as improper equipment and alcohol use.
Our District 3 priorities for this year, which were set in consultation with our communities, will be illegal drugs and break and enters. Both are connected, as we have seen many times where people are breaking into homes in order to obtain money or goods they can sell in order to purchase drugs. District 3 will continue to strive to provide the best policing service possible for our communities.
