Location:
Flin Flon Detachment and Cranberry Portage Community Office are both located in the heart of fishing and hunting country and both locations are accessible by road and air.

Local Population:
Approximately 6,000 to 8,000 people.

RCMP Detachment:
The detachment consists of one staff sergeant, one sergeant, one corporal, eight constables and two municipal employees with Flin Flon serving as the host detachment. Cranberry Portage consists of one segeant, two constables and one halftime public servant. Cranberry Portage hosts the Northern Highway Patrol Unit which consists of the sergeant and one constable located in Cranberry Portage and two constables located in Flin Flon. Flin Flon and Cranberry Portage Detachments consolidated in July of 1999. Flin Flon Detachment has the oldest and first Municipal Policing Contract signed in Canada.

Restorative and alternative justice:

Nation-wide, members of the RCMP are involved in the daily operations of alternative justice forums, whether it is volunteering as facilitators or sitting on steering committees. Each community may embrace a different form of restorative justice, be it community justice forums, circle sentencing or mediation.

Community Justice Program: Flin Flon and Cranberry Portage detachments are both involved in this very effective alternative to formal court proceedings. The members make referrals to a local Community Justice Coordinator who sets up the meetings. This program has several facilitators in both Flin Flon and Cranberry Portage. The Community Justice Forum has dealt with a wide range of cases ranging from sexual assaults to property crimes. The Community Justice Program is also involved with youth who are involved in crime.

Crime prevention:

Members of the RCMP are involved with a number of programs designed to prevent crime in our communities through both indirect and direct intervention. From school talks to youth initiatives to community safety plans, the goal of crime prevention programs is to target the roots of potential criminal and social problems. Members of the RCMP are involved in the following initiatives:

Operation Rednose: The group provides the public’s vehicle being driven home for anyone that may have had too much alcohol to drink. The group also allows the vehicle owners to catch a ride home as well. This has taken many impaired drivers off of our roads during the holiday season.

Border Explorers Snowmobile Club: The club is responsible for hundreds of kilometres of groomed trails in our detachment area. We have two snowmobiles both in Flin Flon and Cranberry Portage. The members go out on regular patrols in both areas and perform cottage checks, snowmobile checks to ensure machines are being registered properly and that rules of the groomed trails are being followed.

Youth Gangs/Street Gangs: In consultation with the Community Youth Resource Centre, Gang Awareness Members in Thompson and Winnipeg, Corrections, Probations, Education and members address gang issues by delivering preventative talks on bullying and anger management in our area in the schools. The detachment has one member assigned to Gang Awareness.

Addictions Awareness Week: Flin Flon & Cranberry Portage both participate in Drug Awareness Week by hosting a Drug Awareness Forum. The Forum is held at the local Community Hall. We have members participating, Community Awareness of Drug and Alcohol Counselling Services (CADAC), the Alcoholism Foundation of Manitoba (AFM), a recovering drug addict, a recovering alcoholic, teachers, parents and members of the general public as well as a member from Drug Section.

School Talks: Members of both Flin Flon and Cranberry Portage Detachments are assigned to all area schools in the service area. These members liaise with the schools regularly and are responsible for delivery of programs and presentations as requested. Each year many presentations are given at all local schools that include such topics as Drug Awareness, Community Safety, Bullying, Law, the Highway Traffic Act, the Liquor Control Act, Impaired Driving, Driver Training and numerous others.

Safe Grad: Safe Grad is held in our local arena each year with the graduates being escorted from the arena the morning after via bus to their respective residences. The students are turned over to a sober responsible parent, guardian or adult. Since Safe Grad was instituted the community has not experienced any deaths or serious concerns related to the Graduation parties held.

Prevent Alcohol and Risk Related Trauma in Youth (P.A.R.T.Y.) Program: The P.A.R.T.Y. Program involves RCMP members, C.A.D.A.C, Manitoba Addictions Foundation, Norman Regional Health Authority, Flin Flon School Division, Frontier School Division, H.B.M. & S., Creighton School, the local media, Community Nurse Resource Centre as well as many volunteers, students and parents. The P.A.R.T.Y. Program addresses the consequences of Impaired Driving. The program targets Grade Nine Students at all of the local schools .

Drug Awareness Resistance Education (D.A.R.E.) Program: The Dare Program targets students in Grade 5 & 6. The program runs for 17 weeks. We have formed partnerships with the City of Flin Flon and the Flin Flon School Division. This year we are running three programs in the school. The Flin Flon School Division funds the program.

Community Consultative Groups: This group consists of a cross section of the people of the Community, such as RCMP Members, business owners and members of the general public. This group allows the community at large to voice their concerns regarding the policing they receive in the community, as well as an opportunity to voice what they perceive to be problems. Together we look at possible solutions and methods of implementing these solutions. Action plans are then developed and executed.

Critical Stress Management Community Team: This team consists of members of the RCMP Detachment, Flin Flon General Hospital, Norman Regional Health Authority, Cranberry Portage Ambulance Staff, and representatives from businesses. This team will be utilized at the time of any critical incident.

Police-community relations:

Without a solid base upon which to work, the police cannot hope to build the necessary partnerships with the community to prevent crime and to solve community problems. Members of the RCMP strive daily to build those bridges by appreciating the needs of the communities in which they work and live. Their commitment to the community goes beyond simple participation as residents, but also as active members of the community. Members of the RCMP are involved in the following initiatives:
