Location:
The detachment is located a few kilometres north of Winnipeg. We provide service
to the Rural Municipality of East St. Paul, West St. Paul and the southern area of St. Clements.
Local Population:
The local population is approximately 17,000 people.
RCMP Detachment:
East St. Paul detachment consists of one sergeant, one corporal, eight
constables, two public service employees, and two auxiliary constables.
Nationwide, members of the RCMP are involved in alternative justice processes, whether it is volunteering as facilitators or sitting on steering committees. Each community may embrace a different form of restorative justice, be it community justice forums, circle sentencing or mediation.
Members of the RCMP are involved with a number of programs designed to prevent crime in our communities through both indirect and direct intervention. From school talks to youth initiatives to community safety plans, the goal of crime prevention programs is to target the roots of potential criminal and social problems. Members of the RCMP are involved in the following initiatives:
School Liaison Officer: East St. Paul Detachment currently has a School Liaison Officer for each of the four local schools. These School Liaison Officers regularly attend the schools to speak to students and staff. Liaison Officers deliver programs and presentations on crime prevention of other various topics agreed upon or requested by the school faculty.
Drug Abuse Resistance Education (DARE): Our Detachment has two police officers newly trained to be facilitators for the DARE program. DARE is a prevention education program that is designed to assist students with recognizing and resisting the social pressures of experimenting with tobacco, alcohol or drugs. The program is now being offered to be taught in our local schools.
Citizens on Patrol Program (COPP): Our detachment supports an effective COP program. Volunteers are involved in crime watch and crime prevention activities within the community.
Speed Watch: East St. Paul Detachment supports a local Speed Watch Program. Speed watch is a Manitoba Public Insurance initiative in partnership with local police agencies. Local volunteers operate speed reader boards that post a driver’s speed. The aim of the program is to send the message that speeding is not acceptable, to reinforce the posted speed limit and to encourage safe driving on our roads.
Joint Enforcement with the Department of Transportation: Our Detachment is responsible for patrolling several highways around the City of Winnipeg. The detachment members often work joint check-stops with Compliance Inspectors to enforce the Highway Traffic Act and the Commercial Vehicles Act in order to increase safety on our public roadways.
Without a solid base upon which to work, the police cannot hope to build the necessary partnerships with the community to prevent crime and to solve community problems. Members of the RCMP strive daily to build those bridges by appreciating the needs of the communities in which they work and live. Their commitment to the community goes beyond simple participation as residents, but also as active members of the community. Members of the RCMP are involved in the following initiatives:
