Long-standing partnerships with Island communities, coupled with the support of municipal, First Nations, provincial, and federal governments are a cornerstone to the Royal Canadian Mounted Police's success in Prince Edward Island. I thank you for taking the time to review our Annual Report for the period April 1, 2016 to March 31, 2017.

We are fortunate to reside in a province which is considered to be one of the safest places in Canada to live and work and in which our youth have the opportunities to learn to become contributing members of society. The RCMP has proudly served the citizens of P.E.I. since 1932; this year marks our 85th anniversary in provincial policing. We have met with many successes over the years, particularly in the areas of youth; Aboriginal communities; road safety; intelligence-led policing; and serious and organized crime investigations. Our societal challenges are ever-changing, and we must adapt to those challenges in order to ensure a high degree of public safety; which, in turn, assists in maintaining the quality of life Islanders cherish. We are not immune to negative influences and must continually assess the environment in which we live and work in order to meet the needs of citizens and also disrupt criminal activities. In addition to working with our municipal policing partners, we are also fortunate to have access to specialized policing expertise, equipment and training that the national RCMP policing family provides. The engagement of our communities and provincial, municipal, First Nations, and federal officials, help us to streamline our resources in a manner that addresses these needs and challenges.

I know first-hand that RCMP employees in this province are committed to preserving the peace, upholding the law, and providing quality service in partnership with the communities we serve. It is a job we take seriously. I would like to take this opportunity to thank our employees for their ongoing dedication and commitment.

We are deeply honoured by the trust and support we receive from Islanders and government officials. I hope the following report will help demonstrate our commitment to helping ensure our Island continues to be safe and secure for all citizens.

Prince Edward Island has been recognized as having the top criminal justice system in Canada, which is a testament to all Islanders working in justice, law enforcement, public safety, corrections, and victim services. As the RCMP provides policing services to approximately 63% of our Island population and patrols 98% of our land and waterways, the success of our justice system is, in many ways, a reflection of the success of the RCMP in P.E.I.

Our policing partners provide the essential supports and services necessary to assure our sense of community safety. You play an important leadership role in preventing crime, keeping our communities safe, and protecting those most vulnerable in society. As Islanders we are fortunate to have some of the lowest levels of serious crime in the country.

Through the Attorney General's role as chief law enforcement officer of the province, I know the importance of our provincial policing services agreement for RCMP services to our communities. The RCMP in Prince Edward Island provide specialized police resources province-wide. These resources augment the capabilities of all policing partners and ensures a high standard of policing for all Islanders, which is an essential consideration for the Attorney General.

I extend a special recognition for the work of the Criminal Intelligence Service Prince Edward Island (CISPEI), under the leadership of the RCMP. CISPEI works in partnership with the three municipal police services, and other federal and provincial law enforcement agencies, in order to detect and disrupt criminal activity in the province. Your leadership in the province's effort to deter the growth of outlaw motorcycle gangs is greatly appreciated.

Through the Crime Prevention and Policing Service Model Review, Islanders told us that they feel police do a good job. The majority of Islanders feel safe in their communities. Islanders feel assured that when they need police services, you are there to help. Collectively, we can build on these successes, with particular attention to Aboriginal justice and improving awareness of services for victims of crime. We will continue to work together to ensure Islanders have a high degree of confidence in our safety and our justice system.

I commend all those who work to provide Islanders with a sense of security in our province and confidence in our justice system. As Attorney General, I am proud to have the RCMP as our partner and thank the members for all they do in the service of their fellow Islanders.

It has been my pleasure to serve as the Criminal Operations Officer for Prince Edward Island for the past year. During this time, I have come to appreciate the Island culture and Islanders' pride in their communities and willingness to help one another. I believe these attributes, coupled with the strong working relationship between the police and community, are in part why Prince Edward Island has the lowest crime rate in Canada.

Over the past year the RCMP has focused on improving upon our service delivery and thereby increasing the safety and security of all Islanders. We have done so by concentrating on three main areas: working collaboratively with law enforcement and partner agencies; focusing on violence within relationships and mental health.

In order to provide an effective and responsive policing service the Island RCMP recognizes the need for law enforcement agencies to work together. Over the past year, the Island RCMP has worked collaboratively with our municipal policing partners, federal agencies, provincial enforcement agencies and with our internal specialized support services in ongoing training exercises and active investigations.

Partnering with a wide spectrum of community agencies through the "Bridge" initiative has enabled for a collaborative approach to address high-risk issues. This inter-agency approach to identifying strategies to quickly address situations where individuals are at an acutely elevated risk has increased the RCMP's ability to provide the highest quality of policing service to Islanders. Violence within relationships is an issue that is all too prevalent and impacts everyone; over the past year, the RCMP in P.E.I. have placed a strong emphasis on enhancing our understanding of this issue and improving our investigations. This has been achieved in part by improving our training, policy development and investigative oversight.

Moving forward into 2017-2018, the Island RCMP will help ensure that Prince Edward Island continues to have the lowest crime rates in Canada through a concentrated focus on road safety, organized crime, and community engagement.

Message from the Federal Policing Officer

As the Federal Policing Officer, I can attest to the fact that the Island RCMP has committed to ensuring the residents of P.E.I. have the safest Canadian province in which to live. During 2016-2017, a concerted effort was placed on reducing the impact of organized crime on Prince Edward Island, increasing public awareness surrounding economic and cyber-crime, building and maintaining positive relations with our partner agencies and reducing the supply of dangerous substances such as methamphetamine and fentanyl through robust educational and enforcement initiatives and investigations.

Within RCMP National Security, the Outreach Program continued to be enhanced with members being trained as facilitators through the Federal Policing Public Engagement Terrorism Prevention Program. The facilitators participated in eight workshops which allow them to educate and reach a wide range of groups. Additionally, a Memorandum of Understanding was signed by the law enforcement community of Prince Edward Island to allow for a unified and coordinated response to a terrorist incident on P.E.I. With this, we will continue to see the RCMP, Police Services and Public Safety working collaboratively and engaging in joint training to ensure a unified and coordinated response to major incidents.

National strategic priorities 2016-2017

Serious and Organized Crime

The violence and corrupting effect of organized crime groups greatly impact every Canadian's right to safety and security. Using an intelligence-led, integrated approach, the RCMP focused its activities on reducing the threat and impact of organized crime which has far-reaching implications, even in Prince Edward Island. In fulfilling its mandate, the RCMP works closely with domestic and international partners in a sustained effort to dismantle criminal groups.

National Security

The greatest threat to Canada's national security remained the potential for terrorist criminal activity locally and abroad. The role of the Island RCMP's National Security section is to detect, prevent, disrupt and dismantle this type of criminal activity. Our investigative successes were and are largely determined by our flexibility, leadership and collaboration with foreign and domestic law enforcement partners. We will continue with proactive measures in direct accordance with the level of threat against the citizens we are sworn to protect.

Youth

Nationally, the youth priority issues included bullying and cyberbullying, impaired and distracted driving, substance abuse and youth violence. Outreach and engagement strategies have been developed to reduce youth crime and victimization. Locally, the Island RCMP continued to rely on our provincial Youth Outreach Workers, located in each District, to provide referrals and follow up with at-risk youth in collaboration with our front-line police officers.

Aboriginal Communities

Contributing to safer and healthier Aboriginal communities was one of the five strategic priorities for the RCMP in 2016-2017. Delivering culturally competent police services provided the foundation necessary to build relationships and partnerships with the Aboriginal communities we serve in Prince Edward Island. Through initiatives such as the Commanding Officer's Aboriginal Advisory Committee, the Island RCMP is in a favorable position to assist and advocate for Aboriginal communities at a local and national level.

Economic Integrity

In the face of globalization and technological progress, criminals are operating beyond jurisdictions using sophisticated and continuously evolving methods to find victims. Law enforcement plays an important role in strengthening and preserving the security and economic interests of all citizens. Maintaining economic integrity, while reducing victimization, is a complex issue that the Island RCMP address in cooperation with other Police Services, law enforcement agencies, governments at all levels, the private sector and our international partners.

Provincial Police Service Island RCMP Priorities 2016-2017

Road Safety

An increase in public education coupled with strategic enforcement and joint highway safety initiatives were undertaken with various partners to ensure a more focused and collaborative approach to combatting impaired by alcohol and/or drugs and distracted driving on our Island roadways. Social media was also leveraged as a means of providing public education and awareness surrounding road safety issues that are faced every day by the RCMP in Prince Edward Island.

Aboriginal Communities

Enhancing the safety and health of our Aboriginal Communities was a priority for the Island RCMP in 2016-2017. Cultural competency training was delivered to RCMP employees and proactive recruiting sessions were organized with a view to attracting Aboriginal applicants to the RCMP. An applicant to the Aboriginal pre-cadet process was selected from Prince Edward Island and this individual was provided training at the RCMP Training Academy in Regina and then partnered with one of the Island RCMP First Nations Policing members during the summer of 2016.

Organized and Economic Crime

The Island RCMP ensured a concerted effort was placed on preventing and reducing the threat and impact of organized crime in Prince Edward Island. As part of this focus, tactical intelligence gathering was conducted on the various outlaw motorcycle gangs which currently operate in our province. Educational and awareness initiatives were delivered to various stakeholders and groups with a view to informing Prince Edward Island residents on the negative and far-reaching impacts of organized and economic crimes within our Island communities.

Emergency Management

Island RCMP's ability to effectively respond to emergency situations and critical incidents was a focus during 2016-2017. An Active Threat Protocol was rolled out which provided all Island RCMP employees with enhanced knowledge and skills to respond to an active shooter situation. A mock scenario training exercise was undertaken in conjunction with Charlottetown and Summerside Police Services to better prepare and equip front-line members to respond to an all-hazard emergency.

Youth Engagement

Educational sessions were delivered to Island youth with a view to reducing youth victimization and increasing awareness regarding bullying and cyberbullying issues which are becoming more prevalent in today's technologically-advanced society. In an effort to divert youth from formal court processes, while simultaneously empowering youth to assume accountability for their actions, diversionary programs and measures were implemented when appropriate in consultation with youth outreach workers and other justice stakeholders.

Human Resource Management

In order to increase employee well-being and resiliency, various initiatives were undertaken during 2016-2017. Road to Mental Readiness training was provided to all Island RCMP employees and unit-specific team building activities were organized. A respectful workplace was promoted and various activities celebrating diversity and inclusion were held throughout the year.

Operational and Adminstrative Support Units

Drugs and Organized Crime Awareness Services

During 2016-2017, Drugs and Organized Crime Awareness Services (DOCAS) again focused its attention on methamphetamine (speed pills) and continued prevention efforts in relation to fentanyl. This continued focus has been necessitated due to the increasing national issue with fentanyl abuse, as well as the trend towards increased abuse of methamphetamine tablets on P.E.I. To supplement enforcement efforts, DOCAS undertook an aggressive awareness campaign with a view to preventing these drugs from gaining a foothold here in P.E.I. The multi-disciplinary P.E.I. Drug Committee was formed this year to help identify and address any emerging drug trends.

DOCAS continues to promote education, awareness and prevention on drug and outlaw motorcycle gang issues by providing presentations and training to numerous groups across the Island. DOCAS also administers the drug expert witness program and the newly-formed clandestine lab program for the province.

DOCAS has also been actively involved in education, intelligence and investigative efforts in relation to outlaw motorcycle gangs in P.E.I., with particular focus on the newly formed Hells Angels hang-around club. A healthy media campaign was undertaken, assistance was provided to the province in identifying areas where legislative amendments could be most effective and investigative strategies were researched and developed. Moving forward, DOCAS will actively participate in joint forces operations to target criminality within outlaw motorcycle clubs on P.E.I.

Intelligence-Led Policing

Criminal Intelligence Service Prince Edward Island (CISPEI) is a partnership of policing agencies responsible for collecting, collating, sharing, analyzing and producing timely information and intelligence on organized and other serious crime in Prince Edward Island. It is one of 10 provincial bureaus of Criminal Intelligence Service Canada (CISC), which serves as a criminal intelligence network for the national law enforcement community.

Working together with member agencies and other partners, CISPEI is focused on closing intelligence gaps, sharing up-to-date intelligence, profiling existing organized crime groups and their members and identifying new groups and emerging trends. The intelligence model developed in 2013 for CISPEI continues to progress, providing timely intelligence provincially and nationally to our partners.

The unit is comprised of criminal intelligence analysts and crime reduction analysts, who service the RCMP as well as its municipal policing partners across P.E.I. The unit has a focused approach with respect to intelligenceled policing which has assisted with outlaw motorcycle gang investigations, federal investigations into interprovincial organized crime links, and the 2016 school bomb threat which originated in Ottawa and impacted schools across the country, including a full public school shut down in P.E.I.

A robust crime reduction strategy continues to evolve with a focus on property crime and prolific offenders which assists police commanders with the deployment of resources; this, in turn, contributes to ensuring a more focused approach to reducing crime and victimization across Prince Edward Island.

Major Crime Unit

The Island RCMP Major Crime Unit (MCU) has the primary role of providing investigative assistance to other units and police services, assisting with investigations that are more complex in nature or requiring a significant amount of resources to investigate and manage.

Operationally during 2016-2017, a high volume of Internet Child Exploitation (ICE) related investigations were investigated by MCU. Reported cases of theft of ATM's were also prevalent during 2016-2017, with the Major Crime Unit devoting significant time and resources to investigating these files.

The Major Crime Unit continues to provide assistance to the three RCMP districts as required. Members are also seconded from the districts to assist MCU with larger investigations. In addition to the benefit of increased human resources working on an investigation, this practice helps to enhance the knowledge, skills and abilities of the assisting district members.

Within the Major Crime Unit, the National Sex Offender Registry investigator has worked diligently to maintain a 100% compliance rate with client reporting during the 2016-2017 fiscal period.

As MCU looks forward to 2017-2018, the unit is faced with a significant amount of court time to start the fiscal year for important trials which include a homicide and a home invasion. The Major Crime Unit will continue to focus on enhancing its ability to investigate major crime within the province by seeking out training opportunities, collaborating with other sections, responding to new calls for assistance and remaining committed to solving outstanding investigations.

Police Dog Service

The Island RCMP Police Dog Service (PDS) presently consist of two teams - each team consisting of one dog and one dog handler. The teams are physically located in Queens and Prince Districts. Cpl. Marc Periard and PDS Dutch (six years old) are trained in general duty policing and drug detection searching. Cst. Kristian Thomsen and PDS Fleck (three years old) are trained in general duty policing and explosive detection searching. With the arrival of the second dog and handler in November 2016, service delivery has been enhanced and some relief has been provided for the present dog handler as the duties require 24/7 service.

Offering support to the three RCMP districts and the three municipal police services remains the top priority for the PDS unit. As an integral part of their role, the unit also supports specialized sections such as the Emergency Response Team, Tactical Troop, Ground Search and Rescue, the Major Crime Unit and the Provincial Correctional Centre. With the addition of Cst. Thomsen and PDS Fleck, the Island RCMP PDS now has explosives detection capability which will greatly assist during VIP visits and bomb threats.

PDS can be of assistance in a large variety of calls ranging from break and enter, assault, armed robbery, persons reported missing and arson to name but a few. The addition of having a PDS present during an event such as the Cavendish Beach Music Festival or a school presentation has been found to have a very positive community impact.

The Island RCMP is very fortunate to have two PDS teams available for calls. The training days are very productive and motivating, the service delivery has increased and a manageable and viable shift rotation has been implemented which accommodates the handlers, our municipal partners and the RCMP across P.E.I.

Forensic Identification Services

The Forensic Identification Services section is based out of Queens District, Maypoint Detachment and provides forensic support to all three Island RCMP districts, specialized units, and our municipal policing partners. During the 2016-2017 fiscal year, the section saw the departure of two long-term forensic identification specialists and the arrival of a new specialist and a new apprentice.

2016-2017 proved to be both challenging and rewarding as several high profile cases were investigated including "Project Ladder" which culminated in the arrest and conviction of a prolific burglar known in the media as the "Screen Cutter". Between August 2016 and March 2017, six investigations resulted in the identification of offenders via their fingerprints.

Looking ahead, the upcoming year will see the re-establishment of a Property Crime Examiners Program which will place trained crime scene examiners in each RCMP detachment across the Island.

Administration and Personnel

The Administration and Personnel (A&P) office provides key support that is essential to the safety, security and well-being of RCMP employees across the Island as well as providing direct linkages and information to our federal, provincial and municipal partners. The A&P portfolio covers several areas of support including Client Services, Planning, Career Development and Resourcing (staffing), Training, Recruiting, Professional Responsibilities (conduct and discipline), Disability Case Management and Employee-Management relations.

Communications and Media Relations

The Communications and Media Relations Unit promotes the work of the RCMP on Prince Edward Island by providing strategic support in planning and operational means to distribute information. The unit provides advice and guidance towards strengthening relationships with various audiences, offering suggestions towards raising awareness and improving understanding of the RCMP policing programs, objectives and actions within Island communities. Working closely with provincial RCMP counterparts as well as the National RCMP Communications office at Headquarters in Ottawa, the Island Communications and Media Relations Unit collaboratively provides assistance in delivering policing messages to Islanders.

The Communications and Media Relations Unit provides direct support to RCMP senior management, front-line officers, specialized units and policy centres to ensure that the work of the Island RCMP is both accessible and informative for the residents of Prince Edward Island.

Operational Communications Centre

The Operational Communications Centre (OCC) is the vital link and first point of contact for clients requesting police assistance. The OCC receives emergency and non-emergency calls for service 24/7 from the general public, first responders, and other public service agencies. OCC operators are highly trained in emergency call taking and dispatching, utilizing a fully integrated computer aided dispatch system (CAD), police records management systems and provincial motor vehicle system. Each new OCC operator receives national standardized training and ongoing enhanced training throughout their career following national and divisional standard operating procedures.

In May 2016, the new national RCMP CAD system, "CIIDS 9" was deployed. This new CAD enhances officer safety and dispatching capabilities with instant file updating, information logging and enhanced reporting. RCMP members on the road see instant updates on their mobile workstations as multiple OCC operators can simultaneously gather and process information. Operators can also utilize advanced features in the CAD to dispatch police units with specialized training and equipment to emergency scenes based upon system calculated response times. The OCC also installed a new automatic call distribution phone system that enables call distribution and prioritization for the clients we serve, as well as enhancing reporting processes. These advances in technology enable interoperability with partner agencies as well as other RCMP OCCs in the Maritime region.

During 2016-2017, the OCC monitored and performed approximately 390,000 patrol unit status updates, dispatched over 14,000 calls for service to RCMP members across the Island, processed nearly five thousand (5,000) 911 calls and responded to thousands of phone inquiries from the general public. The OCC's focus on officer safety also included monitoring and processing close to 25,000 roadside traffic stop updates.

The RCMP OCC has just completed its first year providing call taking and dispatching services for Kensington Police Services (KPS). This partnership enhances officer safety for KPS by utilizing the experience and training of the OCC operators and the latest dispatching technology available. The RCMP, KPS and our shared clients benefit from a one point of contact police dispatch centre providing a high standard in emergency call taking for those living in the communities we serve.

Information Management and Information Technology

During 2016-2017, Information Management/ Information Technology (IMIT) continued to focus on its mandate of providing quality technology solutions to members while ensuring data holdings are accurate and compliant with RCMP Information Management (IM) legislation, policies and best practices.

From an information management perspective, both the Information Management Section (IMS) and Operational Records Management System (ORMS) units were focused on education, awareness, compliance and data quality.

Specific to administrative information holdings, IMS focused on empowering employees with the tools and knowledge required to effectively manage administrative records and employee documentation in accordance with policy and legislation. In 2016-2017, IMS implemented a massive electronic data holdings reorganization and cleanup to prepare clients for the migration to the new GoC records management system (GCDOCS).

IM initiatives focusing on both the operational and administrative record holdings were achieved through information sessions delivered to our internal and external clients as well as through stringent audit and evaluation processes.

Specific to ORMS, the unit continued to ensure data submitted to the Canada Centre for Justice Statistics branch of Statistics Canada met statistical requirements under the Federal Statistics Act. ORMS conducted numerous training sessions and quality assurance audits in support of unit initiatives ensuring the accuracy of information reported in our operational records management system was complete and compliant with RCMP and Government of Canada policies.

From an information technology perspective, the team was focused on leveraging the advantages of the PICS2 radio system in relation to interoperability with other agencies. Working closely with our partners, these advantages were showcased during the operations surrounding Cavendish Beach Music Festival as well as other major investigations involving the RCMP and other public safety organizations.

Also during 2016-2017, IT Operations successfully deployed LTE technology and Windows 7 to police vehicle mobile workstations. Both enhancements will provide the RCMP a platform to deploy technology-driven operational applications and tools to the members in the field. In addition, enhanced management capabilities will expedite response time for support issues, reducing downtime and the overall impact on operations.

District Policing

Kings District Overview 2016-2017

Kings District RCMP has offices physically located in Souris and Brudenell which provide front-line policing services within its jurisdiction. In addition, a Street Level Drug Trafficking Unit works out of the Montague office, supporting all of Kings District.

Each year, Kings District RCMP seeks input from local government and community groups to identify areas of concern. During 2016-2017, priority issues identified were in relation to road safety, reducing the abuse of illicit drugs, and community safety. For each identified issue there were initiatives developed that included measurable results which were closely monitored throughout the year. Each employee of the RCMP in Kings District plays a part and works collaboratively towards achieving positive results in each of the identified areas.

Kings District has the benefit of a Crime Reduction Analyst who is assigned to the district. This Analyst is responsible for identifying ongoing crime trends in real time as well as identifying prolific offenders. This enables the RCMP to target those individuals who are having the greatest negative effect on the communities served and enables police to have the most up-to-date intelligence t assits with enforcement activities. The Analyst has also assisted in ongoing investigations to help process data from phone records and text messages, create timelines of incidents, and create detailed criminal history of charged persons who are being brought before the Court.

There has been a notable increase in sophisticated fraud complaints in the past year. The transition of businesses to web-based invoicing and payments have created openings for the criminal element to exploit; as such, several complaints in the past year were received in relation to payments being made inadvertently to false e-mail addresses or websites, which has caused a significant monetary loss for companies. The international and complex nature of many of these crimes make the investigations more difficult to manage from a local level and the RCMP Major Crime Unit has provided investigational assistance.

During 2016-2017, Kings District RCMP focused efforts to combat distracted driving. The use of handheld devices and not wearing a seat belt are leading causes of motor vehicle collisions and injuries on Island roads; as such, combating this has been a priority for the past few years and each general duty member has devoted time specifically to the enforcement of these offences. Kings District worked closely with the Highway Safety Branch of the Department of Transportation, Infrastructure and Energy, and the other RCMP districts to conduct joint checkpoints and target problem areas. Looking ahead, mapping software will be utilized to determine where motor vehicle collisions are most frequently occurring and a robust strategy will be developed and implemented to reduce these numbers.

The new "Bridge" Situation Table implemented in the province during the past year has proven to be a valuable tool for the Kings District RCMP. This initiative brings together representatives from many different organizations to work together to help individuals or families who are deemed to be at an "acutely elevated risk" of harm. Referrals to this program have directly assisted residents in accessing programs and resources they may have not been aware of, or had the ability to reach, on their own. It is evident that the Bridge Situation Table has had an immediate and positive impact for the individuals and families who were referred by Kings District members.

Kings District has Enhanced Service Agreements in place with the Towns of Montague and Souris. Each month there is a report presented to Council outlining the policing statistics for the month as well as a description of any noteworthy incidents that may have occurred. An annual report is prepared for Montague, Souris and Georgetown at the end of each fiscal year. As in previous years, the Kings RCMP has had an excellent working relationship with the Mayor and Councils of these Towns and has appreciated the support received from each community.

Queens District Overview 2016-2017

During 2016-2017, Queens District RCMP focused on priorities that contribute to safe communities and safe homes across Prince Edward Island. The key areas were road safety, illegal drug activity, thefts from vehicles and contributing to youth and senior safety.

Queens District is responsible for policing rural Queens County communities and the municipalities of Stratford and Cornwall under municipal contracts. The district has four detachments located at Maypoint (the main District office), Stratford, the Abegweit First Nations community office in Scotchfort and a summer community office located in Cavendish. Staff for the District includes Regular Members, Civilian Members, Public Service Employees, a Street Level Drug Unit, a Court Liaison Officer, a Youth Worker and a Crime Reduction Analyst from Criminal Intelligence Service P.E.I. (CISPEI).

Over the past year, Queens District members investigated numerous impaired driving offences; specifically impaired by alcohol, but also an increasing number of instances of impaired by drugs. Island RCMP are being proactive and training our officers to continue to identify symptoms of these offences. This past year, Queens District also made a significant impact in regards to road safety and enforcement through the use of selective highway traffic enforcement initiatives focused on speeding, distracted driving and seatbelt usage violations. These traffic initiatives found Queens District partnering with Highway Safety officers in joint campaigns and the use of social and local media were leveraged to help assist with public education pertaining to road safety.

Queens District RCMP has worked hard to educate homeowners on the importance of securing residences, vehicles and buildings as deterrence against mischief and vandalism. In September, the District successfully closed an investigation that had been plaguing a number of our communities; the residential break and enter criminal known as the "Screen Cutter" was identified, apprehended, and convicted for numerous crimes, culminating in a federal sentence of nine years.

Drug enforcement and combatting prescription pill abuse will always remain a priority for the Island RCMP. We continue to identify and monitor prolific offenders and identify suspects in the area of street-level drug crimes within Queens District. Our partnerships with other law enforcement agencies in the province, CISPEI and the other RCMP districts have had positive results in street-level drug investigations and seizures in the past year. Looking to the future, we will continue to focus on education and enforcement in these areas as they continue to be a concern for the RCMP and the community members we serve.

Queens District RCMP works hard at strengthening our strategic partnerships. We continue to work with youth on issues such as internet safety, anti-bullying, prescription drug use and safe driving practices. We are actively involved in the communities we serve; our general duty members, our Abegweit First Nation's Officer and School Liaison Officers work closely with groups such as Stratford and Cornwall Citizens on Patrol, Mothers Against Drunk Driving (MADD) and the Wear Pink Anti-bullying Campaign.

Each summer, Queens District undertakes the planning and organizing of the annual Cavendish Beach Music Festival with a nightly attendance of 25,000 people. Here, we work with a diverse group of agencies and organizations under the unified Incident Command System to ensure the safety of the attendees and the surrounding communities where the event is held.

Our employees have contributed hundreds of hours of volunteer time to various initiatives including coaching, involvement in school activities and on local volunteer boards and participating in charity events.

Prince District Overview 2016-2017

Prince District RCMP is comprised of East Prince and West Prince Detachments, with offices physically located in North Bedeque and Rosebank. Policing services in Prince District are comprised of a four watch general duty section with four team leaders in charge of each watch. The District also participates in a Joint Forces Operation (JFO) Unit. This past year Prince District saw the addition of a new Police Service Dog to Prince Edward Island with "Fleck" and his handler Cst. Thomsen now based out of the East Prince Detachment. Prince District also has a dedicated Crime Reduction Analyst and a Youth Outreach Worker.

Prince District provides policing services to approximately 30,000 citizens, encompassing a large number of communities and extending over a large geographical area. Four communities: Borden-Carleton, O'Leary, Alberton and Tignish have Enhanced Service Agreements with the RCMP and a Community Tripartite Agreement exists with Lennox Island First Nation. The Province of Prince Edward Island is contracted through Transport Canada to provide policing services to the Confederation Bridge, which are provided by Prince District personnel.

The 2016-2017 fiscal year saw Prince District RCMP, in consultation with Prince District communities, develop policing objectives designed to combat key issues throughout the region. As a result, the identified priorities included contributing to road safety with a focus on deterring impaired driving, reducing the abuse of drugs and the impact of organized crime and contributing to youth, family and senior safety.

Reducing impaired driving through education and enforcement initiatives continues to be a top priority in Prince District and throughout the province. The dedication of the Prince District RCMP towards this initiative was demonstrated throughout the year and will continue as we move forward. The general public also played a key role in combatting impaired driving by notifying the police when an offence was suspected. Working collaboratively, the police and the public are sending a message that impaired driving is not acceptable and will not be tolerated. Public service messages and enforcement will continue in an effort to combat this threat and ensure Island roads are safe for everyone.

Prince District RCMP continues to tackle the issue of drug trafficking and drug abuse. The Prince District JFO Unit played a key role in successfully targeting drug traffickers through integrated intelligence gathering and sharing throughout the year. The JFO Unit focused on residential searches during the 2016-2017 year which proved to be a successful venture for the unit. The importance of intelligence gathering has increased even more with the establishment of an outlaw motorcycle gang in the Alberton area within the last year. Using intelligence-led policing, all Prince District members are dedicated to ensuring that organized crime does not gain a foothold on the Island.

This past year the Prince District RCMP and JFO Unit jointly undertook a complex investigation involving a rash of thefts and break and enters throughout the district. The investigation was brought to a successful conclusion as the stolen property was recovered, a grow operation was dismantled and those responsible were charged and convicted. This was a prime example of how intelligence sharing and teamwork went a long way to ensuring a successful outcome, while simultaneously promoting safe communities and enhancing community relations.

Prince District RCMP continues to take pride in the communities it polices. This was demonstrated throughout the year in the form of presentations to groups such as youth and seniors which were very well received. Prince District was active with foot patrols throughout the year to various senior complexes, legions, hockey rinks and community halls. Prince District employees proactively organized Christmas caroling during the holiday season and visited a number of hospitals and senior complexes in various communities. Police visibility and community relations continue to be a priority within Prince District.

Looking ahead, Price District RCMP will continue to work diligently to promote safe communities. The employees of Prince District are committed to providing the highest quality of service to the communities served and I would like to recognize all of the great work done by members and employees of the Prince District RCMP.

Island RCMP Tactical Troop (Public Order Unit)

Tactical Troop training exercise

The Tactical Troop is an integrated team comprised of approximately 90 members from the RCMP in Prince Edward Island and Nova Scotia, as well as members from Charlottetown and Summerside Police Services. Specific scenario-based troop training occurs twice per year, and the members also routinely train with the Emergency Response Team and Police Dog Services. In recent years, the Tactical Troop has been used in low risk crowd control situations such as special events and concerts, rallies and peaceful protests while still maintaining its ability to deploy as a Public Order Unit in higher risk situations. Another capability of the Troop is in the area of evidence searches and canvassing in which the Troop has been deployed in smaller numbers to search crime scene areas for evidence.

The Tactical Troop offers a wide variety of services while maintaining its own command structure and capabilities to be deployed on short notice in both smaller and larger numbers.

Emergency Response Team

The Emergency Response Team (ERT) is comprised of members from the Island RCMP, in addition to members from both Summerside and Charlottetown Police Services. The Team's mandate is to respond to calls for service above and beyond regular calls for service for the police, including high risk search warrants, barricaded persons, VIP escorts, marine and aircraft assaults, and performing rural surveillance. Members are required to achieve and maintain a high standard of physical fitness and proficiency with a number of weapons and tactical manoeuvers. Each member of the team must pass a rigorous five-week RCMP certification course in Ottawa followed by monthly training sessions within the province and in joint exercises with neighbouring provinces to provide mutual support when required.

Critical Incident Command

While police officers across P.E.I. are highly trained to deal with a wide range of situations, increasingly there are high risk cases or events that require a specialized or sustained response involving multiple police officers with specific tools and skill sets. Hostage takings, armed and barricaded persons and violent protests are unfortunately becoming more frequent across Canada and the Maritimes. The Island RCMP is continuously working with all partners across the province to ensure that members have the appropriate training, skills, tools and coordination to address these issues.

A Critical Incident Commander (CIC) is responsible for taking command in these cases, deploying adequate resources and making key decisions regarding any actions to be taken to safely resolve the incident. Depending upon the situation, the resources needed may range from a few police officers to potentially a few hundred drawn in from the region, as was the case in Moncton in 2014.

A CIC must be accredited through mentoring and training and they must pass the Critical Incident Commander course in Ottawa, where they are assessed by experts in this field. CIC's must also maintain their accreditation through continuous training, participating in at least one critical incident or scenario annually and by keeping current with case law.

The RCMP in P.E.I. have two accredited CICs who have assumed command in a number of critical incidents across the Maritime Provinces. These duties are in addition to their regular duties and assignments on the Island.

Crisis Negotiation

After receiving specialized training for this unique job, Crisis Negotiators (CNs) are expected to be available for calls requiring crisis intervention. CNs provide specialized support services within the Critical Incident Team under the command of the Incident Commander. Their goal, through effective communication, is to gain influence and develop a cooperative working relationship with subjects involved in hostage taking, kidnapping, barricaded persons, emotionally distraught individuals etc. There are currently two Crisis Negotiators within the Island RCMP.

RCMP Prince Edward Island Veterans' Association

Police and Peace Officer's Memorial, 2016

The Prince Edward Island Division of the RCMP Veterans' Association received its charter on November 9, 1978. The P.E.I. Division currently has 67 active members, 16 life members, 29 associate members, one honourary life member, and the Commanding Officer of the Island RCMP is the honourary president of the P.E.I. Division.

The P.E.I. Division holds five business meetings annually, a social event in each of P.E.I.'s three counties annually, and has an annual lobster dinner, a golf event, and a Christmas dinner. Serving members of the RCMP and municipal police personnel also attend some of the social events. The P.E.I. Division organizes the annual Police and Peace Officers Memorial Service on the last Sunday of September each year.

Five members of the P.E.I. Division conduct annual inspections of all known burial sites of members who have served in the NWMP, the RNWMP, and the RCMP. There are currently over 100 such sites on P.E.I. and the RCMP funds any required maintenance that is identified during the inspection process. Members of the P.E.I. Division are interested in identifying any Police and Peace Officer's Memorial, 2016 previously unknown burial sites of members of the RCMP and its antecedents and all known burial sites are posted on the P.E.I. Division website with GPS coordinates and photographs.

Several years ago a funeral director mentioned to a P.E.I. Division member that he recalled his father telling him that he had buried a former member of the NWMP named "Blackett". Retired Sgt. Richard MacAulay determined that Reg. No. 3501, Cst. James Henry Blackett of Souris, P.E.I., had been engaged in the NWMP on March 20, 1900 and received a medical discharge one year later. He physically checked all the graveyards in the geographic area and did not locate Cst. Blackett's grave. A search of church and funeral home records revealed that Cst. Blackett had died on November 26, 1933 and was buried in an unmarked grave in St. Mary's Catholic Cemetery in Souris, P.E.I. The church's maintenance person located the burial plot and the P.E.I. Division purchased a headstone and the pastor of St. Mary's and a P.E.I. Division chaplain conducted a re-dedication ceremony at the gravesite on May 28, 2016. The ceremony was conducted under the direction of now retired S/S/M Larry Kavanagh and was attended by members of the Blackett family, serving members in Review Order, members of the P.E.I. Division and members of the public.
