Charges laid following concurrent search warrants in Yellowknife, N'Dilo, and Dettah, NT

The "G" Division Federal Investigations Unit undertook a lengthy and complex investigation targeting the trafficking of Fentanyl and other drugs in the Northwest Territories, named "Project Green Manalishi". On a daily basis, police see the deadly effects these drugs have on people, their families and communities.

The website Urban Dictionary describes Green Manalishi as "a term to describe any soul-stealing item or person". So when the Federal Investigations Unit decided to undertake an investigation of this magnitude, targeting the trafficking of the deadly drug Fentanyl, "Project Green Manalishi" was a fitting name.

The investigation focused on the activities of Todd Christopher Dube and a criminal network operating underneath him to distribute drugs throughout Yellowknife, as well as several communities in the NWT and Whitehorse, Yukon.

In the evening hours of April 4, a targeted traffic stop was made outside of Fort Providence resulting in a drug seizure. This seizure trigged the execution of 6 search warrants in Yellowknife, Dettah and N'Dilo.

As a result of the investigations done as part of "Project Green Manalishi", 11 individuals are facing charges.

Twenty year old (20) Todd Dube, of Yellowknife is charged with:

  • Conspiracy to Commit trafficking and Possession for the Purpose of Trafficking of cocaine, Fentanyl and marihuana
  • Conspiracy to Commit Aggravated Assault
  • Trafficking cocaine
  • Trafficking cocaine, marihuana and codeine
  • Trafficking cocaine, marihuana, codeine and Fentanyl
  • Possession of Property obtained by Crime exceeding $5000

Twenty-three year old (23) Brittany Dube, of Yellowknife is charged with:

  • Conspiracy to Commit trafficking and Possession for the Purpose of Trafficking of cocaine, Fentanyl and marihuana

Twenty-two year old (22) Byron Bibby, of Yellowknife is charged with:

  • Conspiracy to commit trafficking and Possession for the Purpose of Trafficking of cocaine, Fentanyl and marihuana

Twenty-one year old (21) Luqman Hussein, of Toronto is charged with:

  • Conspiracy to commit trafficking and Possession for the Purpose of Trafficking of cocaine, Fentanyl and marihuana

Luqman Hussein is at large and a warrant has been issued for his arrest.

Nineteen year old (19) Yohannes Seyoume, of Edmonton is charged with:

  • Conspiracy to commit trafficking and Possession for the Purpose of Trafficking of cocaine, Fentanyl and marihuana

Twenty-five year old (25) Katrina Stiopu, of N'Dilo is charged with:

  • Conspiracy to commit trafficking and Possession for the Purpose of Trafficking of cocaine, Fentanyl and marihuana
  • Trafficking cocaine, marihuana codeine and Fentanyl
  • Possession of Property obtained by Crime exceeding $5000

Twenty year old (20) Ryley Moore, of Hay River is charged with:

  • Conspiracy to Commit Aggravated Assault

Ryley Moore is at large and a warrant has been issued for his arrest.

Fifty-three year old (53) Eddy Radeka, of Burnaby is charged with:

  • Trafficking cocaine, marihuana and codeine
  • Trafficking cocaine, marihuana, codeine and Fentanyl

Twenty-six year old (26) Sam Ovayuack, of Yellowknife is charged with:

  • Possession for the purpose of Trafficking Fentanyl
  • Possession for the purpose of Trafficking Cocaine
  • Seventy-six year old (76) Vitaline Lafferty, of N'Dilo is charged with:
  • Trafficking cocaine, marihuana and codeine

Fifty-five year old (55) Marie-Anne Lafferty, of N'Dilo is charged with:

  • Trafficking cocaine, marihuana and codeine

During the investigation police also seized approximately:

  • 1200 Fentanyl pills
  • 4 kilograms of cocaine
  • 16 pounds of marihuana
  • 11 litres of liquid codeine
  • Thousands of dollars in merchandise believed to have been purchased using the proceeds of crime.
  • 10 firearms
  • $75,000 Cash
  • 2 vehicles
  • 1 snow machine
