Program Activity 5: Technical Policing Operations: Increase the effectiveness of front-line members and partners in investigations, law enforcement and detection of terrorism and operate in a safe and secure environment.

The number of files on which Technical Operations has assisted Canadian law enforcement (including RCMP) with operational investigations

Targets

2008-2009 Target: 240

Baseline increased by 10% from previous year (218)

Performance Status

The RCMP exceeded expectations; assisting on 274 files

Performance Summary

Approximately 20% of the files received from the divisions remain at HQ. These files are the most complicated and require further assistance from specialists in Technological Crime Branch.

The number of times Technical Operations has assisted Canadian law enforcement (including RCMP) with operational investigations

Performance Status

The RCMP exceeded expectations; assisting on over 3,900 requests

Performance Summary

Significant progress has been made in assisting Canadian law enforcement in their operational investigations. Contributions include troubleshooting as well as the provision of new and improved investigative tools and techniques.

Performance Indicators

The number of polygraph examinations performed on potential suspects and witnesses in serious criminal investigations

Targets

Maintain the demand for polygraph examinations

Performance Status

The RCMP met all expectations; conducting 1,600 polygraph tests on potential suspects and witnesses in serious criminal investigations.

Performance Summary

The 1,600 Forensic Polygraph tests were in direct support of the RCMP’s five strategic priorities. A number of the tests were in support of terrorism and organized crime related investigations. The polygraph continues to be a valued investigational tool for serious criminal investigations.

Research and develop performance specifications for electronic security for the 2010 Olympics at 25 venues

The RCMP met all expectations completing 100% of specifications for Perimeter Intrusion Detection System (PIDS)

Performance Summary

Technical Operations is leading an initiative to provide access control for over 140,000 accredited persons. This technical solution will reduce the number of security guards required at pedestrian screening areas, thereby reducing costs.

The number of sites protected and maintained with video and electronic surveillance

Targets

120 VIP sites maintained

Performance Status

The RCMP met all expectations; maintaining and monitoring 120 VIP sites.

Performance Summary

Enhanced video/ recording security systems at various strategic sites within the National Capital Region.

Performance Indicators

The number of tactical queries conducted on the National Sex Offender Registry (NSOR) to assist law enforcement in the event of sexual offences.

Targets

Increase last year’s baseline by 10%

Performance Status

The RCMP exceeded expectations; conducting 165 tactical queries on the National Sex Offender Registry (NSOR).

Performance Summary

The 165 tactical queries were in direct support of sexual crime investigations. This represents a 32% increase over the previous year and is the result of ongoing educational efforts by national policy centre and provincial / territorial centres.

1 The RCMP recognizes that performance summary information from programs is largely output focused rather than a summary of outcomes; efforts are being made to correct this for future reporting.
