CPC’s final report on RCMP Use of the CEW

As many of you probably know, the Commission for Public Complaints Against the RCMP released its final report today on RCMP Use of the Conducted Energy Weapon (CEW).

Attached is a statement I have released in response to the report.

As my public statement indicates, we will proceed immediately to amend our policies and training standards to provide clearer direction to our members. Those amendments will reinforce that deploying the CEW, as with any use of force, involves risks. The weapon must only be used where it is necessary to do so in circumstances of threats to officer or public safety. Further details will be provided as the work already underway progresses.

The report highlights the need for the RCMP to properly instruct our members to appropriately deploy the CEW in an operational setting and to account for our use of the weapon.

This includes the need for us to accurately and fully report on CEW deployments. I would, therefore, stress the importance of strict compliance with reporting requirements.

The CPC Report cites instances where this has not occurred. We must ensure that this is addressed immediately/p>

The RCMP has committed to enhanced reporting and analysis in relation to CEW deployments which is essential if we are to ensure we have appropriate policies and practices in place and so that we can maintain the confidence of the communities we are all dedicated to serve. I ask for and expect your full co-operation in this regard.

The RCMP provides essential services to Canadians. The communities we serve are very supportive of your efforts. Since becoming Commissioner, I have travelled to all of our Divisions and have met with employees across the country. I have seen first hand the work that you do, often under very challenging and difficult circumstances. I am extremely impressed by your dedication and professionalism.
